2 undertrials escape from police custody

Two undertrial prisoners escaped from police custody after breaking the iron mesh of the police van on the Sonepat-Rohtak road near Bayyanpur village, 3 km from here, last evening.

Youth beaten to death

Ramesh Kumar, a youth, was allegedly murdered by five persons, including a woman, at Bhuri village, about 10 km from here, last night.
According to a report, Ramesh Kumar was waylaid by the culprits and assaulted with lathis and sharp-edged weapons.

Cong flays working of selection board

The Haryana Congress has expressed concern over the working of the State Staff Selection Board.

In a statement issued here today, the party president, Mr Bhupinder Singh Hooda, said the board was conducting the test for the recruitment of science teachers twice in response to the same advertisement. While one test was conducted on February 11 last, the same candidates had now been called for another test on November 25. The candidates had been issued fresh roll numbers on the basis of the same applications.

Mr Hooda claimed that certain candidates had received two or even three roll numbers for the fresh test. This had created doubts in the minds of the candidates about the genuineness of the results of the test.

Alleging that the process smelt of a shady deal, Mr Hooda said the system of recruitment had collapsed under the board and the Chautala government. He said the authorities owed an explanation to the Haryanavi masses for conducting the fresh test and for issuing more than one roll number to the same candidates.

Mr Hooda claimed that the statewide bazar bandh call given by the party on November 2 had evoked a good response everywhere except in Panchkula district.

Panchkula, which is part of the Kalka Assembly constituency, is represented by Mr Chander Mohan of the Congress. MR Chander Mohan is son of Mr Hooda’s bete noire Mr Bhajan Lal, CLP leader and former Chief Minister.

Mr Hooda hastened to add that the bandh call was not successful in Panchkula because the district, despite being a part of Haryana, was more like a suburb of Chandigarh. However, his admission that the bandh call had met with failure in Panchkula is being interpreted by political observers as a sure enough indication of the Congress party’s internecine rivalries affecting the response to the call.

He said he would address meetings in UP as well as in Punjab in the run-up to the Assembly elections in these states.

Clean up lake, Governor tells officials

Rohtak, November 23
The Haryana Governor, Babu Parmanand today, expressed his displeasure over the poor maintenance of the lake at Tilyar Tourist Complex here.

He advised the tourism officials to clean up the lake so that it could attract tourists. Although the location of the tourist complex was very ideal, it was very poorly maintained, he observed after visiting the lake.

Babu Parmanand said he had advised the government to reduce the rental charges for the rooms in the tourist complexes so that more and more people could visit these centres during holidaying or picnics. It would also increase the occupancy rate on these tourist centres, he said.

The Governor, however, regretted that instead of improving the living conditions in these tourist complexes, certain officials were advising the government to sell these to private persons. The tourist complexes, he said, were situated at very ideal locations and should not be sold to the private sector.

Casteist politics worries Governor

The Haryana Governor, Babu Parmanand, has expressed serious concern over casteist politics, describing it as harmful to national interests.

Addressing the relief distribution function organised jointly by the District Child Welfare Council and the Red Cross Society, he said while earlier BSP supremo Kanshi Ram was accused of pursuing casteist politics, today every political party appeared to be doing so.

The Governor also expressed concern over the deteriorating law and order situation. He said corruption was rampant at all levels and called upon the people to fight the menace.

He regretted that education had become commercialised and very difficult to afford for the poor and middle-class families. He complemented the state government for making education free for girls up to graduation level.

The Governor said the relief distribution function had been organised to mark the women empowerment year being celebrated by the state government and the Centre.

He called upon voluntary organisations and other welfare institutions to go to rural areas and slums to identify the persons who deserved financial assistance for their social and economic uplift. He said the Bharatiya Gramin Mahasangh was doing a commendable job in identifying the needy.

The Governor said most industrialists in the state and the country belonged to rural areas directly or indirectly and it was their duty to adopt their native villages for development.

He complemented the president of the District Red Cross Society and the chairman of District Child Welfare Council, Mr Anil Malik, for organising the relief camp.

The Governor distributed uniforms and jerseys among over 250 poor schoolgirls, blankets among about 100 needy persons, 41 sewing machines among widows and destitute women, besides tricycles, wheelchairs and hearing aids among the disabled at today’s relief function.

Mr Anil Malik, welcoming the Governor, highlighted the welfare and charitable activities executed by the District Red Cross Society and the District Child Welfare Council. These organisations have also extended help to famine victims of Rajasthan and Orissa and earthquake victims of Gujarat.

Lawyers to go on ‘shift SSP’ fast

Jhajjar, November 23
The District Bar Association today decided to start relay fast from November 26 if the Haryana Government did not transfer the district police chief by then.

The Association had also called upon all bar associations in Haryana to observe one-day strike today in its support.

The strike it said was a success. The association had been unhappy with Senior Superintendent of Police Mohammed Akil for his reported laxity in handling a court complex incident on October 31.

The shootout continued for more than half-an hour between two criminal gangs when one member of a gang was being brought here for appearance in a court.

Advocates alleged that the police did not intervene though the SSP’s office was in the vicinity of the place of incident. Gang war continued for 40 minutes.

The bar association has also alleged that the SSP after reaching the spot, let gangsters go in a vehicle after he talked to an “unknown person” on a mobile phone owned by one of the culprits.

Mr Krishan Kadian, Secretary of the association, said that a deputation had also met Chief Minister Chautala on November 18 in Delhi who had assured to them to look into the matter seriously.

But dissatisfied with the CM’s assurance the association decided to continue the agitation till the police officer was shifted. Mr K.S. Sahrawat, a spokesman of the association, said that all bar associations had responded to the call of strike.

Haryana Congress president Bhupinder Singh Hooda also visited the court complex and extended support to the demand of the bar association. Mr Hooda is also a lawyer, condemned the incident. He also visited chambers of lawyers and noticed nearly 100 bullet-marks there.

Killed cops ‘to be declared martyrs’

Police personnel killed in encounters with anti-social elements will be declared martyrs in the same way as is being done in the case of military personnel who lay their lives while fighting enemies, said Mr Om Prakash Chautala, Chief Minister of Haryana, while talking to mediapersons at the local Canal Rest House last evening.

The Chief Minister said in spite of the fact that the Haryana police force was smaller as compared to neighbouring Delhi, yet it had effectively curbed the rising graph of crime in the state.

He said the state government was determined to provide latest arms, new vehicles and legal rights to the police to arrest anti-social elements.

The Chief Minister said municipalities would be given more autonomy in raising funds for local developmental activities. However, a final decision would be taken only after receiving proposals from all municipal committees of the state.

He added that the new house tax policy initiated by his government was more transparent and democratic as it left no place for high-handedness on the part of officials.

The Chief Minister said his party would contest the Uttar Pradesh Assembly elections on its own symbol. He said a decision regarding the candidate for the byelection for the Yamunanagar Assembly seat would be taken after consulting the BJP.

On POTO the Chief Minister said it would not impinge upon the rights of mediapersons and it was the duty of every responsible citizen to inform the authorities about the activities of anti-social elements.

2 undertrials escape from police custody

Sonepat, November 23
Two undertrial prisoners escaped from police custody after breaking the iron mesh of the police van on the Sonepat-Rohtak road near Bayyanpur village, 3 km from here, last evening.

According to a report, the prisoners have been identified as Banti, alias Bindra, alias Joona, of Deepalpur village and Subhash of Garhi Bala village in the district.

The duo were being taken in a police van to the district jail, after producing them before the court at Jhajhhar.

The police has registered a case against the two and launched a massive hunt to apprehend them.

A red alert has been sounded in Haryana and other neighbouring states in this regard.

Eighteen-year-old Abhishek Baxi’s poem “I saw her that day ...” has been chosen by poetry.com, website of the International Library of the USA, to be included in the poems albums which will be distributed worldwide.

According to a report, his poem would be recorded in the album “The Sound of Poetry” and would be released on both compact discs (CD) and cassettes.

Prior to this, his poem had already been selected by the International Library of Poetry for the International Open Poetry Contest and chosen for publication in the international collection of poems, “Under a Quick-Silver Moon”.

Abhishek is doing B. Tech (IT) from the Maharaja Aggrasen Institute of Engineering, Delhi. His father, Dr O.P. Baxi, is a medical officer posted at the Civil Surgeon’s office here.

Youth beaten to death

According to a report, Ramesh Kumar was waylaid by the culprits and assaulted with lathis and sharp-edged weapons. As a result, he was seriously injured. Later, he succumbed to his injuries.

The alleged assailants managed to escape immediately after the murder. The police has registered a case against the suspects, who are still at large.

According to the police, the victim had allegedly murdered Dharamvir of the village in 1991 and later he was convicted and sentenced by a court. He had been released on parole for 15 days. The culprits allegedly murdered him to take revenge.

Man shot dead

Sonepat, November 23
Rakesh, a resident of Udesipur village, was allegedly shot dead by two armed youths near the railway crossing at Ganaur town, 16 km from here, last evening.

According to a report, the assailants have been identified as Sushil of Lalehri village and Ravinder of Udesipur village. The Railway Police (GRP) has registered a case of murder.

The assailants are at large and the police has launched a hunt to apprehend them. A dispute over a shop is reported to be the main cause of the murder.

30 hurt as bus falls into canal minor

Sonepat, November 23
At least 30 passengers, most of them schoolchildren, sustained injuries when a Haryana Roadways bus fell into a canal minor, near Khubru village, about 30 km from here, this morning.

According to preliminary reports, the bus was on its way from Bajana village to Ganaur, a subdivisional town in the district. The driver reportedly lost control on the bus and it fell into the canal minor which was dry. Almost all passengers and schoolchildren sustained minor injuries and were taken to hospital where they were discharged after being fiven first aid.

Civil Surgeon’s office shifted

The Civil Surgeon’s office has been shifted from the old Civil Hospital to the 100-bedded Civil Hospital about 3 km away from the city centre.

The office has been shifted to raise a shopping complex at its place by the district administration. The land of the building belonged to the civic body.

Jail inmates allege harassment

Ambala, November 23
Three inmates lodged in the Ambala Central Jail have alleged harassment by the jail authorities through an application filed in a city court today.

A jail official, however, said the allegations were baseless. He said routine checking was done of their cell and nothing was found.

The inmates have claimed that their cell was searched by jail officials who demanded money from them. They have alleged that they were threatened with dire consequences.

HVPN hikes DA to 45 pc

The Haryana Vidyut Prasaran Nigam (HVPN) has enhanced the dearness allowance (DA) of its employees to 45 per cent from July 1, 2001, on the state government pattern.

While stating this here today, a spokesman of the HVPN said that the pensioners and family pensioners of the HVPN, including those who had retired from the erstwhile HSEB, had also been given dearness relief from July 1, 2001, on the government pattern.

24 goshalas to be modernised

The Haryana Government has decided to select 24 goshalas for modernisation. In these goshalas the best quality of semen would be preserved to improve the breed of cows and veterinary facilities be provided.

This was stated by Dr M.L. Ranga, Health Minister, Haryana, while presiding over a meeting of saints and sadhus, local residents and cow breeders on the Gopaasthami Day here today. Dr Vijay Gupta, president of the Karnal Improvement Trust, demanded that cow slaughter should be totally banned in India. He said cow milk and urine had therapeutic qualities.

Draft electoral rolls ready

The draft electoral rolls (2002) of all 90 assembly constituencies of Haryana have been prepared following the directions of the Election Commission of India.

The draft rolls will be published on December 1. Claims and objections can be filed till December 18 which will be disposed of by January 9, 2002, according to a press release.

Pay to be given on Nov 29

The Haryana Government will disburse on November 29 the pay and allowances for November to its employees and pension to its pensioners as well as others who are drawing their pensions from Haryana Government treasuries because of gazetted holidays falling on November 30 (Guru Nanak Dev jananti) and December 1 (Saturday) and 2 (Sunday).
