PSEB penalised for wrong billing
Our Correspondent

Ludhiana, December 9
The District Consumer Disputes Redressal Forum has directed the Punjab State Electricity Board (PSEB) to pay Rs 1,000 as compensation for not issuing proper bill to Mr Shamsher Singh, a resident of Hargobind Nagar.

According to the complaint, the consumer had purchased a house from Mr Subhash Chander in February, 1999, where a D.S. electric connection no. SG66/12361 was installed. The representative of the consumer, Mr S.S. Sarna, stated before the forum that while renovating the house in July, 1999, something struck the meter and its glass got broken. After that the complainant had requested the PSEB to change the meter vide letter on July, 12, 1999, but it was changed in February, 2001, he added.

Mr Sarna disclosed that he had received a bill on March 20, 2001, demanding Rs 7,454 as sundry charges because of revision of tariff. Mr Sarna pointed out that the meter was changed after 19 months and, moreover, when consumer demanded the calculations of the bill, nothing was shown to him. The costumer had to deposit the amount in three equal installments of Rs 2,546 each. It was alleged that there was clear deficiency in services.

The PSEB pleaded that there was no deficiency in services as the demand had been rightly raised. It maintained that the meter was changed on September 23, 2000, as it was defective. The respondent disclosed that the meter was removed at reading of 7806 units and before that the consumer had been charged upto the meter reading of 5250 units. The consumer had been charged for the remaining consumption of 2,550 which amounted to Rs 7,454, it added.

The respondent maintained that there was no deficiency in services and the amount was recoverable on account from the consumer. It further stated that the complaint was liable to be dismissed.

The forum observed that the consumer was liable to make the payment of the said amount as it was related to the actual consumption of energy, but the PSEB had wrongly mentioned it as sundry charges because of revision of tariff in the bill. The forum held that the demand had been rightly raised, but there was clear deficiency in services on the part of the respondent for issuing wrong bill to the consumer.
