Patna, December 9 In accordance with an administrative decision, the former Bihar Chief Minister was flown today with a few security men to Ranchi where he will be kept in judicial custody at the Beacon guest house camp jail. Mr Yadav is in judicial custody ever since the designated judge rejected his bail application after he surrendered before him at Ranchi on November 26. The conspiracy angle case relates to fraudulent withdrawal of over Rs 137 crore by Animal Husbandry Department officials through forged bills from the Doranda treasury. The RJD leader was flown to Patna in a state government aircraft on December 3 and produced before the special court of Mr S.K. Mishra in connection with disproportionate assets case, an offshoot of the fodder scam. Mr Yadav had been accused of amassing wealth of over Rs 47 lakh disproportionate to his known sources of income when he was the Chief Minister between 1990 and 1997. The RJD chief was likely to return to Patna again following a directive of the Patna court asking him and his Chief Minister wife Rabri Devi to appear before it on December 13 for recording their statements in connection with the DA case against them following the conclusion of examination of the prosecution witnesses. Former Bihar Chief Minister Laloo Prasad Yadav said today that he would not like to comment on Jharkhand Governor Prabhat Kumar’s reported link with Flex India chairman Ashok Chaturvedi as he was in judicial custody. The Rashtriya Janata Dal (RJD) supremo, Mr Yadav, was brought here today for production before a special CBI court in a case related to the fodder scam case. Earlier, Mr Chaturvedi had reportedly said to the CBI in a statement that he had taken tab for three private parties thrown by the Jharkhand Governor, who was the then Cabinet Secretary in New Delhi. On being
repeatedly asked by the mediapersons regarding Mr Prabhat Kumar’s alleged link with Mr Chaturvedi, Mr Yadav said, “You are all intelligent enough to understand what should be the right course of action.” He said, “I respect the country’s judiciary and hence would not speak to the Press while in judicial custody,” adding that, “I will go wherever the court takes me,” he said in reply to another question. The former Chief Minister said he did not respect the CBI, accusing the agency with “acting with a bias” against him. On the coming assembly poll in Uttar Pradesh, Mr Yadav said his party would “wait and watch the situation before taking any decision.” “The RJD would play a significant role in the government formation in Uttar Pradesh,” the leader said, adding that the party was yet to decide whether it would travel alone or in alliance.

POTO compliance muddle in Bihar Patna, December 9 Mr Yadav is on record saying that there is no trace of terrorism in Bihar and hence no need for POTO in the state. The DGP and the Home Secretary, however, say POTO is on and the ban on the MCC and the PWG under POTO is effective from the day it was ordered by the Centre. The Home Secretary said the ban orders against the MCC and the PWG under POTO had been received by the state government and it was already contemplating to prepare a list of all other frontal and subsidiary organisations of the MCC and the PWG and ask the Centre to ban them too under POTO. The RJD national spokesperson and Central Excise Minister, Mr Shivanand Tiwary, said the state government would not implement POTO in the state. |
Shoot-at-sight order along international border Sriganganagar, December 9 This has laid bare the claims of the force that it is fully geared up to meet any eventuality. But the spurt in such incidents has baffled security forces and intelligence agencies since this area has witnessed a few such attempts in the past. Meanwhile, efforts are afoot to nab two infiltrators who successfully crossed into Bikaner on the intervening night of November 27-28. Following this, five BSF officers posted at the Mansarovar border post at Khajuwala had been placed under suspension. On December 6 two persons tried to cross over into Pakistan near the Pabni border post, but a patrol party spotted them and opened fire, injuring one person. The other managed to flee under the cover of darkness. The injured is under treatment at a hospital in Bikaner for gunshots and is being interrogated. The injured has given his name as Ikram (22) and that of his absconding companion as Sharif (32). What has caused concern among the agencies is that the duo had been living in a nearby village for the past many days and were on the lookout for an opportunity to cross over into Pakistan. It is yet to be established whether they were the same persons who crossed over on November 27. Further investigations were on, sources added. This is the third time in the past fortnight that such an attempt has been made. Senior officers are camping at several forward posts to ensure that such attempts are thwarted. Gharsana, heard the movement of vehicles on the other side late last night. While they were trying to ascertain what was going on, Pakistani troops gave covering fire to a group of infiltrators. Taking advantage of the firing, a group of persons crossed the zero line but were repulsed as BSF jawans opened fire. Following this, the infiltrators ran back and sped away in the waiting vehicles. BSF DIG Naresh Gaur rushed from Bikaner to the forward post and inspected the site. He is camping there to assess the situation. A report of the incident had been sent to Delhi, the sources disclosed. Meanwhile, the Sriganganagar police has stepped up its vigil and a door-to-door search is on in several villages to flush out infiltrators. All border police stations and police posts have been alerted to report any unusual activity. |

Apart from party MPs, CWC members, Chief Ministers, PCC chiefs and AICC office-bearers, heads of party’s frontal organisations were also at the 10 Janpath residence of Ms Gandhi to wish her. Greetings were sent by President K.R. Narayanan, Vice-President Krishan Kant and Prime Minister Atal Behari Vajpayee. Leaders from other political parties, including the Samajwadi Party and CPM, also greeted Ms Gandhi. A large number of Congressmen from different parts of the country greeted the party President with flowers and bouquets. Ms Gandhi spent almost four hours with the visitors, at times coming out of her residence to receive the greetings of visitors. India, USA to conduct joint army operation Kolkata, December 9 He said the Indian Army would also strengthen its force for flushing out terrorists from Kashmir. Mr Narayan said at the recently held meeting of the Defence Planning Groups (DPG) in New Delhi in the
presence of US Defence Under Secretary, Douglas Fletch, it was decided that both countries would conduct regular joint defence exercise. Similar joint operations would also be held for the Air Force and the Navy. He said a long-term agreement would be signed soon between the countries for the supply of arms and other equipment. Under the agreement, Indian Army, personnel would get the opportunity of a special training in the USA. A paratroopers’ group of he Indian Air Force would be sent to Alaska shortly to undertake training along with the US air force. A 800-member team of the Indian Mounted Warfare Division would also take part in the joint exercise in the valley. The Defence Secretary said in the wake of September 11 terrorist attacks, the Bush administration had shown great interest in extending arms support to India. He hoped soon some more defence agreements would be finalised between the countries. A executive steering group would also be set up to oversee the country’s arms purchase from the USA and implementation of the proposed defence deal, Mr Narayan said. The two

‘No cracks’ in NDA allies in TN Chennai, December 9 Talking to reporters here MDMK General Secretary Vaiko said no political significance could be attached to AIADMK supremo Jayalalithaa’s support to the Prevention of Terrorism Ordinance (POTO). “The NDA government has sought support for POTO and anybody offering it is welcome like the AIADMK, which does not mean the AIADMK and the BJP are coming closer”, he said when asked whether in his opinion the AIADMK and the BJP were coming closer. Mr Vaiko said Mr Karunanidhi and others should refrain from making ambiguous statements that at once churned speculations. (In a recent interview, responding to a question on the AIADMK and the BJP coming closer, Mr Karunanidhi had said while there was no such move yet ‘who can say what will happen in future’). He said there was nothing wrong in the recent meeting between VHP leader Ashok Singhal and Ms Jayalalithaa as leaders with opposite views could meet each other. On VHP’s moves for the construction of Ram Temple at Ayodhya, Mr Vaiko said the Centre would not permit this and even Prime Minister Atal Behari Vajpayee had clearly stated that the government would function within the ambit of the NDA agenda.

Red Fort case: Lucknow resident
charge-sheeted New Delhi, December 9 In a supplementary charge sheet filed before Metropolitan Magistrate A.K. Sarpal, the Special Cell of the Delhi police named Atharuddin, alias Abdullah, a resident of V.B. Chaupatia in Lucknow, as the eleventh accused in the case. After the December 22 Red Fort incident, Abdullah went to Jammu and Kashmir where he took part in an attack on a Special Operation Group camp in January this year, the police alleged. Abu Sufian, another militant wanted in this case, was killed during that attack. Thereafter, the accused went to Lucknow and from there he fled to Jeddah, the charge sheet stated. Earlier, in three charge sheets the police named as accused a Pakistani national Arif, alias Ashfaq, his Indian wife Rehmana Yusuf Farooqi, Matloob Alam, Mool Chand Sharma, Babar Mohsin Bhagwala, Shahanshah Alam, Devender Singh, Rajiv Kumar Malhotra, Farooq Ahmad Quasid and Nazir Ahmad Quasid. They have been charged under various sections of the IPC, the Arms Act and the Explosive Substances Act. Ashfaq has been charged under the Foreigners Act too. The court took cognisance of the offences against Abdullah and committed the case for sessions trial along with the other 10 accused.
