Red alert in Himachal Shimla, December 13 Ministers were invited in the afternoon by the Chief Minister, Mr P.K. Dhumal, for the meeting to which the Director-General of Police, Mr A.K. Puri, was also summoned to brief the Cabinet about the security arrangements in the state. Briefing mediapersons, Mr Dhumal said the Cabinet had authorised the police to chalk out a strategy for further strengthening the security. He said the Cabinet adopted a resolution expressing grief over the death of the security personnel who laid their lives in the encounter with terrorists. The Cabinet urged all parties to sink their differences and unanimously pass the POTO Bill in view of the increasing terrorist activities. He said no officer below the rank of the Financial Commissioner would be allowed to put red light atop his vehicle. The Deputy Commissioners, Superintendents of Police and SDMs would put red light atop their vehicles only within their respective jurisdictions. The MLAs would also have to identify their vehicles on which red light would be installed. The security of the secretariat, Assembly and other installations would be reviewed from time to time. Visitors to the secretariat would be allowed only between 2 p.m. and 5 p.m. and the employees would have to carry their identity cards. Mr Dhumal said it was a happy augury that due to the vigil of security personnel, a major mishap was averted at Delhi. After the recent happenings in Afghanistan, there were apprehensions of attacks in the country as a result of which the Centre had beefed up its security. He said the incident was an eye- opener for those who were opposing POTO which was a step to combat terrorist activities and urged them to support the Bill. Meanwhile, the PCC president, MsVidya Stokes, has demanded resignation of the Home Minister, Mr L.K. Advani, for lapses due to which the terrorists managed to reach the gate of Parliament. She said the government had information that some terrorist outfits had planned to target Parliament. She said people had lost faith in the BJP-led NDA government at the Centre which was rocked by one scandal after the other. The state BJP condemned the terrorist attack on Parliament and the party president, Mr Jai Kishen Sharma, appreciated the security personnel who foiled the plans of the terrorists. |
Block Cong infighting comes to fore Nurpur, December 13 Ms Sharma, who is the supporter of a local former MLA, Mr Ranjit Bakshi, had released the copy of her appointment letter issued by the Kangra district Mahila Congress president, Ms Pushpa Chowdhary, to mediapersons a few days ago. On December 11, she also formed a new committee of the local unit. On the other hand, Ms Saini, a staunch supporter of Mr Mahajan, yesterday released the copies of the fax message of the national and state Mahila Congress presidents, Ms Chandresh Kumari and Maj Krishna Mohini, respectively to media persons, which vindicated that her removal from the post of the block president was effected without any prior approval and knowledge of the high command. She has been asked to continue as the president. Major Mohini said she would enquire into the whole episode personally to strengthen and inculcate discipline in the party. With this development, the infighting in the Congress at local level has come to the fore. Ms Chandresh Kumari clarified that district president could not effect any change or appoint anyone without prior approval of the high command hence this appointment was null and void. She said a notice being issued to the district president. Mr Karan Oberoi, block Congress president, claimed that Ms Aruna Sharma was not even a primary member of the Congress, hence she could not be appointed on the party post. Ms Chowdhary clarified that she had issued the appointment letter to Ms Sharma following verbal direction from Major Mohini. She reiterated that Ms Saini and Ms Sharma would function as urban and rural presidents, respectively, of the Nurpur block unit. She refused to comment on the controversy. |
Terrorism ‘byproduct of Muslim-Christian row’ Shimla, December 13 Speaking at a conference on “International Terrorism and Internal Security”, organised by the “Ithaas Sankalan Samiti” here today he said both Muslim and Christian religions were intolerant and wanted to rule the world. They were forcing religious conversions across the world to achieve expansionist goals. He said countries like India and Afghanistan had been the worst hit, as these had become arenas of the struggle. Third dimension to the frightening scenario had been provided by the China-backed Communists who were creating trouble in Nepal and also active in the form of the People’s War Group in India. He said Afghanistan had traditionally been India-friendly country and it was in against the partition of the country. It also had good relations with Russia and Iran, which did not suit Pakistan and the USA. While Pakistan created the Taliban to pursue its Muslim agenda against India, the USA pumped in arms and money to establish control over the strategic country so that it could gain upperhand against Russia. As result of this Afghanistan had been a disturbed area for the past almost three decades and India had been reeling under cross border terrorism. One lakh innocent people had been killed in the past 20 years in Jammu and Kashmir (40,000), Punjab (26,000) North East (18,000) and other parts (17,000).

ABVP threatens statewide stir Kangra, December 13 Jawahar Lal, state joint secretary of the ABVP, said this while addressing a press conference here today. He said a delegation of the state ABVP today called on Mr S.K. Sharma, Principal of the college, and demanded revocation of the suspension of the students within a day. Jawahar Lal, who was accompanied by Sunil Mankotia and Rahul, both ABVP leaders, alleged that the fundamental rights of the students of the college were being violated by the college management. He said if the Students Central Association (SCA) was not projecting the problems of the students, the ABVP had a right to bring these to the notice of the management. The ABVP leaders alleged that the management harassed the parents of ABVP leaders and forced them to keep their wards away from the college for 15 days. The ABVP leaders said if they did not get favourable response from the management by tomorrow they would approach the Governor and Chancellor of the university, Mr Suraj Bhan, to request him to order an inquiry into the allegations of the students by the Vice-Chancellor. They would approach the Chief Minister and the Vice-Chancellor, too, on Saturday for their intervention in this regard. |
Survey ordered for assessing fire loss Solan, December 13 A similar survey ordered by the Revenue Department had estimated loss to grasslands at Rs 1,18,875. Over 500
big has of grasslands belonging to seven villages of the Bisha panchayat of Kandaghat block were damaged in the fire. The DFO, Mr S.K. Sharma, told mediapersons here today that he had issued a notice to the Divisional Manager of the Northern Railways at the Ambala cantonment demanding immediate payment of Rs 1.85 lakh which was the assessed value of the trees gutted in fire. He said the damage threes were about three years old. He ruled out any possibility of the survival of the some of the affected trees. Meanwhile the villagers who lost their only source of fodder after their grasslands had been burnt in the fire were finding it hard to arrange alternative sources. |
Agitation threat by NSUI Hamirpur, December 13 It has demanded the immediate completion of the construction of the building for the Nadaun college and various facilities to students at Sujanpurtira college. Mr Naresh Thakur, district president, NSUI, said here today that at a meeting of the organisation it was decided to launch an agitation if the state government didn’t accept the genuine and long pending demands of the students of all colleges and especially of Nadaun and Sujanpurtira colleges. About Hamirpur college, he said it was a matter of great shock and grief that there was no hostel for boys and space was limited in the girls hostel. |
ISTAM congress to be held in Hamirpur Hamirpur, December 13 Nearly 200 delegates will take part in the congress, according to Dr J.N. Sharma, co-organiser of the congress. It will be the 46th congress of the ISTAM and will be held for the first time in Hamirpur Engineering College. Mr Suraj Bhan, Governor of Himachal Pradesh, will inaugurate the congress. Mr Ravinder Ravi, the Minister of the state for Technical Education will preside over the function. As many as 180 papers covering nine different sections of science and technology will be presented on this occasion. |
