Chautala govt ‘victimising’ BJP workers

After the Congress now it is the turn of the BJP to accuse the Chautala government of victimising its workers. The allegation was levelled in the political resolution adopted by the Executive Committee of the Haryana BJP at its two-day meeting held from December 15 at Jakhal in Fatehabad district.

The political resolution was moved by a former Minister and vice-president of the party, Prof Ganeshi Lal, who has been issued a notice by the Commission of Inquiry set up by the Chautala government to go into the circumstances under which the Bansi Lal government had imposed prohibition as well as the circumstances under which it was lifted. Prof Ganeshi Lal was the Minister for Prohibition in the Bansi Lal Cabinet.

According to informed sources, the political resolution, which expressed concern over the victimisation of party workers by the government, also criticised the INLD government, which the BJP is supporting from outside, for its several “anti-people policies”, like the house tax policy, replacement of electricity meters, imposition of Rs 1,000 per annum per furnace and “centralisation of power”.

In its resolution on agriculture, moved by the chairman of the Kisan Morcha, a front organisation of the party, Mr Kanwar Pal Singh, MLA from Chhachhrauli, the BJP, while expressing concern over the damage to the cotton crop by the bollworm, demanded adequate compensation for the growers. At the same time it criticised the Haryana Government for not implementing the crop insurance scheme. The resolution said if the state had implemented the scheme at the appropriate time, the farmers could have been saved from the losses caused by natural calamities. However, the resolution praised the Central Government for framing various policies and schemes like the agricultural policy, the credit card scheme, the Prime Minister’s rural roads scheme, the PM’s rural employment scheme and the PM’s rural drinking water scheme.

The Executive Committee also endorsed the decision of the Central Government to delete certain portions from history books.Top

 

Haryana installs special nakas

Rohtak, December 18
The police has installed special nakas in the areas bordering Uttar Pradesh and Delhi in Rohtak range in view of the terrorist attack on Parliament House on December 13.

The Inspector-General of Police, Mr Resham Singh, told The Tribune here today that special checking of vehicles entering Haryana from the Delhi side, had been launched following the December 13 incident. Many vehicles plying without documents had been seized during the checking and the police was verifying the ownership of these vehicles, he said.

Mr Resham Singh claimed that there was no communal tension in any part of the Rohtak range. Extra vigilance was being maintained in the areas and localities inhabited by members of particular community. The patrolling by the police has been further intensified in Jhajjar, Sonepat, Panipat, Karnal and Rohtak districts in view of the terrorist attack on Parliament House.

He said the police had smashed 76 gangs of criminals committing murders, dacoities, robbery, burglary and theft. Nearly 280 criminals belonging to these gangs had been arrested and stolen property worth over Rs 2.11 cr had been recovered from their possession.

Mr Resham Singh said during a special drive, the range police had arrested 224 proclaimed offenders and 1,272 bail jumpers this year so far.

He said while incidents of murders, robbery, burglary and thefts had declined during the year under review, there was a slight increase in crime against women.

Similarly the number of cases under the Anti-Dowry Act have increased by 95 as compared to last year. While last year the police in this range and registered 281 cases under the Anti-Dowry Act (498-A), the figure has risen to 376 in the current year.

The police had also launched special drive against the illegal sale of narcotics in the range. The police has registered 298 cases under the NDPS Act this year as compared to 244 cases in the last year.

The police, he said, had solved 76 per cent dacoity cases and recovered 88 per cent of the looted property. Sixty-four per cent cases of robbery had been solved and 65 per cent property looted in these cases had been recovered.

The police had arrested 2,653 persons under the Excise Act during the year and seized 9,259 bottles of illicit liquor, 23,277 bottles of illicit country-made liquor, 11,285 bottles of English wine, 178 bottles of beer and 3,08,339 pouches besides 79 working stills and 28,109 kg of lahan.

KU fails to despatch admit cards

The examination wing of Kurukshetra University has failed to despatch admit cards and examination schedule to hundreds of correspondence course candidates who were to appear in the supplementary examinations which began on December 15.

According to a survey conducted by The Tribune, a large number of students belonging to Rohtak, Bhiwani, Hisar, Sonepat, Panipat, Jind, Karnal, Ambala, etc had to approach the examination wing of the university personally for their admit cards two or three days before the start of the examination.

They were made to go to Kurukshetra and procure a new examination form and three photographs. They faced hardship in getting their newly-filled examination forms attested from a competent authority.

The worst-affected are those candidates who are still unaware of the start of the examinations and are waiting for their admit cards. When this correspondent met some of these students and informed them about the commencement of the examination from December 15, they criticised the lethargic and irresponsible attitude of the university authorities. Some of them said they would sue the university administration for this “serious dereliction of duty”.

Inquiries from the staff concerned revealed that the admit cards could not be sent to those candidates who had deposited the supplementary examination fee in the form of bank draft. They said the bank drafts were to be detached from the examination forms and recorded in a register before sending these to banks. They said the task could not be completed on time due to shortage of staff.

However, they claimed that the admit cards were despatched well in time to candidates who had deposited the examination fee at the cash counter of the university and attached the receipt.

A university official, speaking on the condition of anonymity, said the application forms for the ongoing supplementary examinations and those to be held in May had got mixed up and staff was required to scrutinise the forms.

Inquiries from different banks in Kurukshetra revealed that no bank drafts in the name of Kurukshetra University had been received for the past nearly three months. It indicated that the process of scrutinising the supplementary examination forms (with bank drafts) had not even been started till now by the staff concerned. This has reportedly caused financial loss to the university.

Mr Ramesh Sharma, Controller of Examinations of the university, said about 15,000 candidates were appearing in the supplementary examinations and it was likely that there had been a delay in the despatch of admit cards to a few of them. He ruled out the possibility that the admit cards of hundreds of students had not been despatched.

He admitted that there was a shortage of non-teaching staff in almost all departments. He said the employees were used to doing overtime to complete the pending work as the examinations neared. He also stated that the examinees were issued standing directions to contact the examination wing of the university in case they did not get the admit cards till three days before the start of the examinations.

Pension adalat a ray of hope for railway pensioners

Mr Mangat Ram, who retired as a charge man in the Railways, is settled in Ambala. Since he had retired from Jind, his pension case is in the Delhi Division even though he is drawing his pension at Ambala. He has been trying for the past few years to get his pension case transferred from Delhi to Ambala.

Mr Vidya Sagar, who retired as a driver, is trying to get his arrears. His pension case also happens to be in the Delhi Division. He has been running from pillar to post to get his case transferred from the Delhi Division to the Ambala Division.

Both these pensioners are part of the railway pensioners who had turned up to attend the pension adalat held for railway pensioners in the DRM complex in Ambala cantonment.

The pension adalat brought a ray of hope for the aged pensioners. Incidentally, pension cases pending under the Delhi Division were a major grievance of some of the railway pensioners.

The grievances of the retired railway employees were heard, among others, by the Divisional Railway Manager, Mr Deepak Krishan, the Additional DRM, Mr B.K. Sonwane and Senior DPO, Mr Nikhil Jain.

A total of 53 cases were taken up during the pension adalat which included nine cases which did not directly pertain to pensions. However, those cases too were entertained by the railway officials.

About 15 pension cases were raised by the Northern Railway Pensioners Forum (NRPF). The general secretary of the forum, Mr Jaswant Mahajan, said that 10 of the 14 pension cases raised by them were resolved at the pension adalat.

“One of our major grievances is that many pension cases are still pending in the Delhi Division. We were today assured by the senior railway officials that this matter will be taken up at the appropriate level. We have been asked to submit a complete list of such cases which are still at the Delhi Division,” he said.

A railway official said that the Ambala Division had been carved out of the Delhi Division in 1987 and this led to many cases being at the Delhi Division. “The settlement of cases falling under the Ambala Division was started in 1989. However, cases of railway pensioners pending under the Delhi Division is providing to be a challenge for us since in some instances records are either not available or not complete,” he said.

Govt gets tough on canal waters theft

Taking a serious view of the theft of canal waters by some farmers, the Haryana Government has decided to take action against them under the Prevention of Damage to Public Property Act.

The Superintendent of Police, Mr Hanif Qureshi, organised a meeting of the officials concerned at his office today to take measures to check theft of canal waters in the district. The DSP (headquarters), Mr Ashok Sheoran, DSP, Tohana, Mr Inder Singh Dulet, Superintending Engineer, Canals, Mr V.K. Singhal, Executive Engineers of the Canals department and various other officers of the department, besides SHOs of various police stations, attended the meeting.

The SP issued directions for the patrolling of canals and distributaries by teams comprising the police and canals department officials. Directions were issued to the police to ensure immediate action against the farmers who steal canal waters.

Chaos in MC House meeting

A meeting of the local councillors of the municipal committee witnessed chaos when a resolution regarding the implementation of the new house tax policy of the government was placed before the House for approval today. The councillors owning allegiance to the opposition parties in the state registered strong protest and heated exchange of words took place between the councillors of the ruling INLD and the Congress. The resolution was however passed by the House as the opposition was in minority.

The councillors owing allegiance to the Congress including Ms Usha Chowdhary, Mr, Chuni Lal, Mr Mukesh Soni, Mr Parma Dhillon and Mr Gobind Chowdhary expressed strong resentment over the new house tax policy of the state government when it was placed on the table by the INLD councillors for approval. The Congress councillors alleged that the policy was anti public and would render the house owners, tenants of their own property.

One dead, 8 hurt in mishaps

A motorcyclist was knocked down dead, while six of a marriage party returning from Delhi in a car were seriously injured in two separate road accidents in this and the neighbouring Jhajjar district since yesterday.

Subhash died on the spot at Jhajjar when his mobike crashed into a roadside wall near Nehru College yesterday. Rajesh and Raj Kumar, who were injured in the mishap have been admitted to the PGIMS here.

Around six persons, returning to Bhiwani after attending a marriage ceremony in Delhi were injured, when their car collided head on with a truck near Sampla, 25 km from here. They all have been admitted to the PGIMS. UNI

1 held in robbery case

Ambala, December 18
The district police has achieved a breakthrough in the sensational godown robbery case with the arrest of one person.

Superintendent of Police Sandeep Khirwar said that Gyan Prakash, who has been nabbed, is allegedly involved in the heist at the godown of a leading company dealing in consumer goods. He said that cosmetics worth Rs 1.75 lakh had been recovered from him besides a Maruti car bearing a Delhi registration number.

He said that on questioning Gyan Prakash, some more information had been gathered and the police was hopeful of nabbing other persons who were involved in the case.

Mr Khirwar said that the robbery case at the godown of a pharmaceutical company in Kuldeep Nagar was also likely to be solved soon. The businessmen should employ younger persons as security guards besides keeping at least two security guards on duty in any area. Also, the security guards should be armed with good-quality firearms, he added.
