Rohtak canal to be fenced Rohtak, December 19 The District Magistrate, Mr Anil Malik, told The Tribune here today that this step had to be taken as residents, particularly youngsters, have been bathing and washing clothes in the canal that was constructed to provide drinking water to the drought-prone areas of Ahirwal. The canal, according to official estimates, claims between 12 and 15 lives every year. The situation worsened when a judicial magistrate posted at Hisar drowned in this canal while immersing the remains of a havan performed at his home in this town. The Canal and Drainage Act prohibits bathing and washing of clothes etc in the canal. Worried over the rise in incidents of deaths in the canal, the District Magistrate has also imposed orders under Section 144, CrPC, prohibiting bathing and washing of clothes. A couple of days ago, two students of a local public school committed suicide by jumping into this canal. Mr Malik had a few months ago appealed to the religious leaders to advise people against immersing ashes or remains of havans in the canal. |

Security beefed up in Fatehabad dist Fatehabad, December 19 Fatehabad, being situated at the trio-junction of Haryana, Punjab and Rajasthan is considered sensitive as it is easier to slip into an other state after committing a crime. The SP, Mr Hanif Qureshi, told this correspondent here today that the district police had intensified patrolling in the district. City and district sealing plans had been chalked out by the district police under which the city in a case of eventuality could be sealed within no time and the district within 10 minutes by erecting nakas. The SP stated that by deputing more policemen, the anti-terrorist cell of the district police had been strengthened. Hotels, dharamshalas and other places where outstation persons could stay were being searched regularly. The district police, he informed, was in regular touch with its counterparts in Sangrur and Mansa district of Punjab and Hanumangarh district of Rajasthan. |

non-conventional energy soon Panipat, December 19 Giving this information to The Tribune here today, Mr P.M. Nair, Secretary, said the Ministry had set a target of electrification of 18,000 inaccessible remote villages in the next 10 years. Besides, the renewable energy would contribute about 10 per cent (10,000 MW) of the new capacity addition in the power sector by 2012 which was a mere 3 per cent now. Admitting that the alternative sources of energy had not become popular for a variety of reasons, Mr Nair said an intensive media campaign in vernacular languages would be launched by the Ministry shortly. Mr K.K. Khandelwal, Special Secretary, Power and Energy Sources, Haryana, said to meet the ever-increasing demand of power, alternative sources of energy should be tapped. Recently, HUDA had taken a decision under which utilising solar heating systems had been made mandatory in buildings having more than 1,000 square yard area. |
Refund excess power bill, Nigam told Fatehabad, December 19 Mr Raj Goswami, a local resident and president of the District Electronic Dealers Association, had filed a complaint with the forum alleging that the nigam officials had imposed fine on him out of malice as being the president of the Electronic Dealers Association, he had been raising his voice against the nigam on the complaints of common people. Mr Goswami said though he had been paying his power bills regularly, some power nigam officials came to his model town residence on October 30, and after inspecting his power meter declared that his meter had been tampered with. He was asked to sign some papers on the pretext that his meter would be changed and the old one would be sent to a laboratory for testing. But without sending his meter to the laboratory, the nigam sent him a bill for Rs 5974 with the remarks that he had stolen power. He was threatened that in case he failed to pay the bill he would be prosecuted against and a criminal case would be registered against him. When he paid the bill, another bill of Rs 1000 was raised against his name for the replacement of his power meter. He was told that in case he failed to pay that bill the old meter would be uprooted and his power connection cut off. He paid that too. But even after the installation of his new meter, his average bill remained the same. He alleged that to cover up its own faults the power nigam issued bills by showing average reading instead of showing the actual reading in the bills. The District Consumer Forum accepted the complaint filed by Mr Goswami yesterday and asked the power nigam to refund the bill of Rs 5974 and the meter charges of Rs 1000 along with interest thereupon to the complainant. The forum also asked the nigam to pay another sum of Rs 1000 as costs to the complainant. |
Mahila Congress organises sammelan Faridabad, December 19 Speaking as chief guest at the District Congress Mahila Sammelan in Ballabgarh today, Mrs Kumari claimed that the people of the states ruled by non-Congress governments had become fed up of the “misrule” and “anti-people” policies. Stating that the people of Haryana were unhappy with the present government, she said the Congress was the only party which could give a people-friendly and progressive rule, whether it was Haryana, Punjab or Himachal Pradesh. Calling upon the participants of sammelan to exercise their influence in the coming Assembly elections in UP, she hoped that the Congress would be able to win the confidence of voters this time. Mrs Kumari also appealed to the people to work towards the betterment and uplift of the fairer sex in all fields, especially education. She said various social problems and hurdles could not be overcome until and unless a woman or girl was educated and independent to take a decision. The sammelan was organised by Ms Sharda Rathaur, secretary, Pradesh Congress and president of the district Mahila Congress. The chief guest later distributed blankets to poor women. Mrs Anita Yada, president of the Haryana Mahila Congress, lamented at the prevailing law and order situation in the state. She also decried the discrimination against Faridabad over the implementation of the amended house tax rates. She said the party was ready to launch an agitation on the issue. |

Lamenting over the non-availability of natural water sources in the state and havoc caused by seasonal rivers like Tangri, Ghagger, Markanda during the rainy season, Mr Chautala said the state government had done its best to make water available . |
Drive to make voter I-cards Chandigarh, December 19 She said that initially the campaign was launched in 10 Assembly constituencies of 10 districts from December 1, but now it had been extended to 28 Assembly constituencies of 17 districts. The constituencies were Ambala City, Thanesar, Sadhaura, Uchana Kalan, Hassangarh, Baroda, Darba Kalan, Ferozpur Zhirka, Nuh, Hathin, Mahendergarh, Indri, Naultha, Pundri, Beri, Badhra, Narnaund, Bhattu Kalan, Ambala Cantt Pehowa, Radaur, Yamunanagar, Narwana, Meham, Gohana, Rori, Hassanpur and Ateli. As many as 100 digital camera teams had been pressed into service to prepare the identity cards at the designated locations in each Assembly constituency. The camera teams would be covering all constituencies of the state by January 31, 2002. |
Doctors strike work in protest against assault Karnal, December 19 Dr Garg was allegedly assaulted by an SDO of the HVPN, Mr Ashwini Raheja, when she had gone to the school to drop her children. Dr Garg reportedly sustained injuries and had to be admitted to hospital. Hundreds of patients, who had come here from rural areas for a checkup today, had to suffer as private practitioners went on strike. Members of the IMA, at a meeting here condemned the attack on the doctor and urged the SSP Mr R.K. Aggarwal, to take action. An FIR has been lodged at the Civil Lines police station. |

Speed post
passport service receives
good response Ambala, December 19 The service was started at the Ambala GPO on December 3, and residents of district of Ambala, Panchkula and Yamunanagar are availing of this service. According to Senior Post Master, Ambala GPO, Mr Vijay Kumar Malhotra, the service is receiving a good response from people. “Till December 15, we had sold 171 passport forms while we accepted 35 forms after duly checking and processing these,” he said. He said the Speed Post Passport Service is totally computerised. “We are despatching only one passport form in one speed post envelope,” he said. Mr Malhotra stated that people can buy the passport form from the GPO for Rs 20. The forms will have to be deposited at the Ambala GPO and a sum of Rs 100 will be speed post service charges, which will be over and above other charges. The passport fees will have to be deposited through demand draft attached to the passport form. The fees for a 36-page passport will be Rs 300 and Rs 500 will be the fees for a 60-page passport. For persons below 15 years, the fee will be Rs 200. |

to service matters’ Chandigarh, December 19 This was revealed during the presentation of a report on
“Enhanced litigation in Haryana — causes and solutions” to the
Chief Secretary, Mr L.M. Goyal, by a committee headed by the Principal
Secretary to the Chief Minister, Mr S.Y. Quraishi. With Mrs Rajni
Sekhari Sibal as its member-secretary, the committee members included
the Legal Remembrancer, Mr L.M. Mittal; the Commissioner and
Secretary, Education, Mr P.K. Chaudhery; and the Engineers-in-Chief of
the PWD(B&R), Irrigation and Public Health. The Chief Secretary said the report pointed out that 65 per cent of the litigation involved service matters. He also mentioned that a decision had already been taken that only competent officers would attend the Lok Adalats. Mr
Quraishi said the report would be converted into guidelines. |

Rs 2.42 cr spent on road repairs Yamunanagar, December 19 He said about 40 km of roads had been repaired, widened and recarpeted in the constituency Yamunanagar has 96.36 km of roads comprising 16.36 km state highways and 80 km other roads. Mr Sharma also said the state government was determined to provide better health, education, electricity, drinking water and transportation facilities. He said about Rs 75 crore had been spent on different developmental projects, including construction of a mini-secretariat and a judicial complex, 25 MLD water treatment plant and a residential colony for Judicial Officers. |

KU decision
flayed Ambala, December 19 Activists of the ABVP today held a meeting under the presidentship of the district vice-president, Mr Vishu Jain. Mr Jain said that this was a wrong decision, since at the time of admission, no such information had been given to the students. He said the students should be given another chance to clear their exams in March as was the case earlier. Mr Jain said that the KU authorities must reconsider their decision keeping in mind the future of the students. He said that if this decision is not taken back, they would be forced to launch a protest. |

DAV kids vie for song, dance prizes Fatehabad, December 19 Mr Kaul stressed on the need for teaching the Vedas to children in schools. He said that the Vedas would help inculcate values of Indian culture and traditions in students. The Principal, Mr R. K. Sethi, said the school was showing excellent all-round results. In the solo dance competition, Tariq, Yazlini, and Suvidha were given the first, second and third prizes, respectively. In the duet competition, Ashish and Zubin, Malika and Ishita, Sargam and Isha, bagged the first three positions, respectively. In the group dance competition, the Kranti House team got the first position, Shakti house the second, and Jagriti house the third. Retired teachers honoured Kurukshetra, December 19 Mr Chaudhry was addressing the teaching community in the University Teachers Club on the occasion of annual day function here last evening. He acceded to the demand of the president of the club to provide financial aid for a billiard pool table. He also honoured some retired teachers of the university which included Dr R.L. Garg, Dr J.S. Yadav, and Dr I.S. Chauhan. He also distributed prizes among teachers who returned certain positions in various competitions held during the year. The registrar of the university, Dr Hawa Singh, was also present.

Gang of thieves busted Ambala, December 19 The Superintendent of Police, Mr Sandeep
Khirwar, said six youths — Sanjeev, Satta, Vikas and Ankush — have been arrested in this connection. They all belong to Ambala Cantonment. Mr Khirwar said that during investigation, the youths had admitted that they were involved in five theft cases.
