Factory plan scheme
shows good results Chandigarh, December 22 Official sources said that the SWIFT Disposal Scheme (SDS), introduced on an experimental basis, had shown encouraging results. “For the safety, health and welfare of the workers, certain norms are to be fulfilled by a factory. At the time of approval of its building plans, it is ensured that factories comply with the prescribed standards. Normal practice has been to check these before the expiry of the 90-day deadline and then linger by putting objections, causing unnecessary harassment to the industry”, the sources said. They added that since the SDS was introduced in October, nearly 150 building plans have been improved and the same number of plans were attended to. Mr K.S. Sheoran, Deputy Director, Industrial Safety and Health, has been appointed Nodal Officer for the SDS. He acts as a single window and service window for factory building plans and provides a one-point contact service to facilitate industry. He guides and advises entrepreneurs for clearance of building plans and helps them obtain factory license. For fast disposal of cases, Thursday have been fixed for interaction and counselling and examining the plans submitted during the preceding week. Monday’s have been fixed for submitting plans back to the department after complying with scrutiny observations. After receipt of the completed building plans, approval is communicated to the person concerned within a week. Similarly, after submission of the necessary documents for obtaining factory license, consent is sent within a week. |
Globalisation may breed terrorism Kurukshetra, December 22 Professor Engler explored a few myths about globalisation. He stated that technology was a major determinant of globalisation, but it cannot be develop on its own. He also highlighted the issue of intellectual property rights. He was of the view that this was another step taken by the forces of globalisation to gain control over the resources of the world. He drew attention to the other problems such as depletion of resources of the world and environmental pollution. He concluded by saying that efforts should be made to use technology to promote global peace and harmony. Prof P.D. Sharma, Chairman, Department of Political Science, expressed the fear that globalisation was leading to “economic Darwinism” and the irresponsible use of power by the forces of globalisation my give rise to terrorism. Mr R.S. Chaudhary, Vice-Chancellor, Kurukshetra University, in his interaction with the guest speaker stated that Kurukshetra was also gearing up to cater to the needs and challenges of globalisation. |
Ex-SMO told to pay 2.58 lakh as damages Kaithal, December 22 The deceased, Ramesh Kumar, was admitted to the local Civil Hospital on November 20, 1990, and he was examined by the then SMO, Dr V.S. Dhaka, and it was diagnosed that the patient was suffering from jaundice. After the X-ray examination of the chest of Ramesh, Dr Dhaka, extracted yellow fluid from his chest by needle. It was sent for examination. Again on November 24 evening pleura paracentesis of the patient was conducted by the doctor, following which the condition of the patient deteriorated resulting in his death. The Additional Civil Judge (Senior Division), Mr Baljit Singh, after going through number of witnesses, including doctors, produced by the plaintiffs and the defendants, concluded that the second needle aspiration by the defendant was a gross negligence in discharge of his duties as he did not wait for the report of the pathologist. As in case of thick pus the permissible procedure should have been inter-costal tube drainage to extract pus. Later on, the doctor did not cooperate with the inquiry conducted by Dr B.S. Parmar, Secretary, Health Services, Haryana. The Judge decreed the suit in favour of the plaintiffs with costs for recovery of Rs 2.58 lakh as damages on account of death of Ramesh Kumar with interest from the date of the suit to the date of decree till the realisation of the decreed amount. |

Governor opens Gita Jayanti Samaroh Kurukshetra, December 22 The function has been organised by the Kurukshetra Development Board, district administration, state government in collaboration with other social and religious voluntary organisations. Chief Guest Babu Parmanand, who is also the chairman of Kurukshetra Development Board, said ‘Gita Jayanti Samaroh’ should be organised for at least 18 days as there were 18 chapters in the Gita. The Governor asked the people of the Kurukshetra to donate liberally for the development of the tourist spot. The Commissioner and Secretary, Urban Development, Haryana, Mr Manik Sonayane, while welcoming the Governor said Kurukshetra Development Board and the state government had spent over Rs 40 crore on beautification and renovation of the tourist spot. The Governor also took a round of the exhibition put up by the various departments along with the first lady of the state, Ms Sudesh Kumari. Babu Parmanand also participated in a function organised by the Police Department and distributed warm clothes among 131 poor children. He also released “samritika” in shape of coins having the picture of Lord Krishna on one side and that of the Brahmsarovar on the other side. A colourful programme was presented by the North Zone Regional Cultural Centre, Patiala. On the occasion Mr R.S. Chaudhary Vice-Chancellor, Pro Vice-Chancellor, Prof Hoshiyar Singh, Registrar, Dr Hawa Singh of Kurukshetra University, Mr H.S. Ahlawat, IG, Ambala police range, Mr Rajesh Khullar, Director, Public Relations Department, Haryana, Mr Abhilaksh Likhi, Deputy Commissioner, Mrs Sukirity Likhi, Additional Deputy Commissioner, Dr Narhari Singh Bangar, CEO, KDB and representatives of various religious and social organisations were also present. |
SD, DAV schools hold annual day functions Ambala, December 22 The local MP, Mr Ratan Lal Kataria, was the chief guest. Speaking on the occasion, Mr Kataria said efforts had been made to remove the faults in the NCERT syllabus. On the December 13 attack on Parliament, he said despite repeated efforts made by Prime Minister, Atal Behari Vajpayee, Pakistan had created tension. He welcomed the decision to discontinue with the Samjhauta Express and the Lahore-Delhi bus service. School principal K.L. Nagpal said the students were doing well in sports and in extracurricular activities. The students who were honoured for their achievements in various fields included Ankush Aggarwal, Karna Narang, Gaurav Allahabadi, Paramjit Singh, Surekha Rana, while Geeta House got prize in football and Bharati house in cricket. Meanwhile, the students of DAV Public School, Ambala City, enthralled the audience at the annual day and prize distribution function that was held here today. New house tax policy hailed Yamunanagar, December 22 The Yamunanagar Industries Association hailed the relief. It said the vacant plots in industrial area have been exempted and this would save over Rs 50 lakh for the plots holders. Mr M. L. Rawal, Chairman, Improvement Trust, said here that as per the new house tax policy Hamida, Model Colony, Azad Nagar, Chandpur, Gandhi Nagar, Old Camp areas and new colonies have been exempted from house tax. The house tax collection would be now reduced by Rs 1.5 lakh after the new policy is enforced. |

Sahib Singh Yamunanagar, December 22 Mr Sahib Singh advocate district president of the HVP Yamunanagar Unit will be candidate of the party for Yamunanagar Assembly by-election. This was disclosed by Mr Surinder Singh, general secretary of the HVP. Yamunanagar Assembly constituency seat fell vacant due to the death of Dr Jai Parkash Sharma of the Congress sitting MLA in October this year. PTI |

prosecution, Ombir had kidnapped Puspa (7), daughter of Raghbir Singh of the village while she was asleep at her house on June 20, 1998. He took her in the fields, raped her and then murdered her. Her body was put into a plastic bag filled with stones and then thrown into a pond. |
