MPs against turning House into garrison New Delhi, December 28 The members of the Committee, who reviewed the first part of report submitted by the experts committee set up to recommend measures to step up security of Parliament under the Chairmanship of Deputy Speaker of the Lok Sabha, Mr P.M. Sayeed, however, emphasised the need for “fool-proof” security, sources told The Tribune. The committee, among others consists of BJP leader Vijay Kumar Malhotra, senior Congress leader and former Lok Sabha Speaker Shivraj Patil, CPM leader Somnath Chatterjee, TDP leader Yerra Naidu and nominated member in the Rajya Sabha and former Army Chief Gen (Retd) Shankar Roychoudhury. According to sources, majority of the members also opposed the suggestion of adopting ferrying system for Members of Parliament and others, entering the House, from the main gates and earmarking a parking slot outside the Parliament House compound. However, there was consensus on upgrading the security at all entry points by installing vehicle scanners and “tyre spikes”, as installed in the USA and French Embassies here. Some of the members stressed the need for better access control and suggested that instead of giving access to Parliament House for visitors of various Members of Parliament, a separate room could be set up where the MPs can go and attend to their visitors, sources said. Some members also suggested issuing computer-actuated identity cards to curb impersonation and limit the access into Parliament House. Though some of the members raised the issue of whether or not to deploy armed guards inside the Parliament House, the Chairman posted the discussion on the issue for the next meeting likely to held on January 4, 2002. A day before the next meeting of the committee, its members will personally go around the Parliament complex and assess the security requirements and also take note of the suggestions made by the experts committee. The second part of the experts committee report, which recommends several measures against any possible aerial attack on Parliament, will be taken up by the JPC in the next meeting. |
CDS issue put on
back burner New Delhi, December 28 With the present buildup of forces on the borders and the escalating tension between India and Pakistan, reports suggested that the government has put the issue of appointing the first CDS on the backburner. The issue has already become complicated and with the complete command and control structure being revamped in the event of creating the new post, the government apparently is not in favour of it at present. Earlier there was speculation that the country could get its first CDS in Gen S. Padmanabhan in the new year with the other two contenders Admiral Sushil Kumar and Air Chief Marshal A.Y. Tipnis, who were both senior to the Army chief, retiring from service. Besides, the government had already initiated the process for integration of the Armed Forces during the year. In the past few months, as part of the integration of the Armed Forces, the government appointed the first ever Chief of Integrated Defence Staff (CIDS) in Lt-Gen Pankaj Joshi and later moved Vice-Admiral Arun Prakash as the Commander-in-Chief of the first unified theatre command at Andaman and Nicobar islands. Besides just two days ago Rear Admiral SCS Bangara was appointed Deputy Chief of Integrated Defence Staff (Operations) while being promoted to the post of Vice-Admiral. Besides, J.S. Gujral, M. Dixit and S.L. Sud, all Air Commodores were also posted to the Integrated Defence Staff on promotion to the rank of Air Vice-Marshal. Sources in the government however said that no more new appointments were likely to take place in the coming few months due to the present escalation in tension on the borders. Accordingly, reports also suggested that appointment of the first Chief of Defence Intelligence Agencies (DIA) would also be delayed. While the appointment of the CDS and the DIA have been cleared in principle by the government, but a final decision on the former is to be taken by the Prime Minister after due consultations with the Opposition parties. |
Padmanabhan
handed baton of COSC Chairman New Delhi, December 28 The seniormost of the three chiefs, General Padmanabhan, however, will officially take over as Chairman, COSC, on December 31. At the South Block this morning, General Padmanabhan bade farewell to Admiral Sushil Kumar and the Chief of Air Staff, Air Chief Marshal A.Y. Tipnis, who is due for retirement on December 31.

S.Y. Quraishi appointed DG, Doordarshan New Delhi, December 28 Dr Quraishi, who is from the 1971 batch, holds a doctorate in Social Marketing. He has held several senior positions in the government and presently is the Principal Secretary to the Chief Minister of Haryana. While Dr Quraishi’s term will be for three years, Mr Malakar’s appointment is till February when he retires. Mr Malakar who belongs to the Indian Broadcasting (programme) Service has been functioning as DDG Doordarshan since 1989. He is presently channel head of the National Channel, DD 1. Earlier, he served as station director of AIR in Kolkata, Cuttack, Agartala and Silchar. Dr Quraishi has held positions as Joint Secretary for Youth Affairs at the Centre, Director-General of the Nehru Yuvak Kendra, national coordinator in youth action on AIDS and so on. His areas of specialisation are social marketing, developmental communication, AIDS, and youth affairs.

Dense fog makes President wait New Delhi, December 28 With a dense fog enveloping Delhi today, President K.R. Narayanan had to wait for 90 minutes this morning at Indira Gandhi International Airport here to receive his daughter. The Scandinavian Airlines (SAS) flight by which Ms Chitra Narayanan, Indian Ambassador to Sweden, was flying, arrived 90 minutes behind schedule. Air traffic at the airport remained disrupted since 5 a.m. due to a dense fog and a British Airways aircraft was the first to land at 12.04 p.m., airports sources told PTI. The airport also remained closed for a few hours due to poor visibility, the sources said. Rail movement was also affected due to the fog and resulted in late running of various incoming and outgoing trains, the sources said. Most parts of northern India, including Delhi, Punjab and Haryana, were under a blanket of dense fog, Met sources said. Meanwhile, the Northern Railway today cancelled three trains and rescheduled five trains due to a thick fog in the Capital and neighbouring areas. The intercity express trains running between Hardwar and Srinagar, New Delhi and Sriganganagar and New Delhi and Bathinda have been cancelled for today, according to a statement by the Northern Railway. The flights run by Jet Airways were also delayed by more than five hours due to poor visibility in the morning. The Mumbai-Delhi, Chennai-Bangalore-Delhi and Chennai-Delhi flights have been diverted. The Delhi-Chandigarh-Delhi and Delhi-Bhubaneswar-Delhi flights were cancelled, according to a note issued by Jet Airways.

Jharkhand village tense Jamshedpur, (Jharkhand), December 28 The police said here today the prohibitory orders would remain in force for next seven days. The violence in the Gambaria police station area, about 25 km from here, was triggered off following an altercation between the two groups over a ‘trivial’ matter. But the situation turned violent when some non-tribals allegedly beat up a few tribal youth. The agitated tribals went on a rampage and torched a car and a scooter and ransacked several houses of the non-tribals, besides injuring a few of them seriously. Four persons had been arrested so far.
