Panchayat poll to be completed by Dec Srinagar, September 3 Announcing the decisions, the Chief Secretary, Dr Sudhir S. Bloeria, said there were about 1009 vacancies of sarpanch and panch in the state mostly as the elections could not be held in 2001. Our of 2,700 panchayat halqas, the elections could not be held in 1,009 halqas. The Cabinet also sanctioned establishment of a cardiology, thoracic surgery and cardiology thoracic anesthesia Unit Government Medical College, Jammu. The Chief Secretary said the Cabinet approved 32 posts of teachers and 22 posts of para medical staff for the purpose. Cardiology and thoracic surgery will have a Professor each besides on Associate Professor, Assistant Professor and lecturers. The thoracic anesthesia department would be headed by an Associate Professor. The Chief Secretary said the Cabinet had also sanctioned the setting up of a Government Degree College at Reasi. Posts of Principal and 12 lecturer, besides 14 members, had been created. Lecturers would be appointed by way of an academic arrangement for three years. Similarly, posts of class IV employee would be filled on a consolidated basis. The government had entered into an agreement with Tata Consultancy Service for the computerisation of the secretariat at Jammu and Srinagar by 2004. This is a first step towards e-governance and the facility would gradually be extended to the district and block levels. The Chief Secretary said the government had also formulated a web policy for the state, envisaging guidelines for designing, development and standardisation of websites with a view to providing information and services. The Cabinet also approved the creation of 10 per cent of the total sanctioned posts of assistant Surgeon as on deputation, leave and training in the J&K Health

State awards to be given in 8 fields Srinagar, September 3 An official spokesman said the awards would be given away on Independence Day every year. At a meeting called by the Education Minister, Mr Harshdev Singh, in this regard, it was decided that the nominations would be made by the Divisional Commissioners, Deputy Commissioners, university, Academy of Art, Culture and Languages, sports bodies, social organisation, NGOs and Secretaries. A state-level committee comprising the Minister for Education, Leader of the Opposition in the Assembly, an eminent person nominated by the Chief Minister and Chief Secretary, besides Secretary, Education, would finalise and nominees and the Chief Minister would pick the awardees. |

Army to jam
militants’ wireless sets Jammu, September 3 The militants have also installed high-band wireless sets in their hideouts, particularly in Poonch, Rajouri and Doda districts. By cutting the communication net-work, the Army will be able to tackle the situation in militancy-prone areas. |
