Who cares for CBSE rules?

Fuelled by intense competition, private schools have been bypassing the CBSE rules and regulations. To boast of students having achieved high percentage, thus adding to the prestige of the school, institutions allow good performers to be promoted to the next class. Also, bright students are allowed to attend coaching classes during the school timing. 

Coaching academies in collusion with educational institutions are doing a roaring business, thanks to the aspirations of parents who are willing to go all out to see their wards top in competitive examinations.

In the blind race to excel, parents, students and schools alike are ready to forgo the mandatory guidelines on minimum hours of schooling, much to the chagrin of the Central Board of Secondary Education (CBSE).

To prepare for various engineering and competitive entrance examination, the students miss their school classes to attend tutorials.

Worried at the trend, educationists believe that it can propel other students and institutions to follow suit. When the results of the entrance examination of the All India Engineering Entrance Examination (AIEEE), Indian Institute of Technology (IIT) and All India PMT were declared earlier this month, their schools boasted of producing toppers. The CBSE has taken a serious note of certain local educational institutions, which allowed their students to attend coaching classes for competitive exams during school hours.

The practice, which is against the guidelines of the board on teaching hours, will encourage other schools to follow suit, fear board officials.

To take credit of producing top rankers, thus adding to the prestige of a school, it is ensured that the attendance of such students does not fall short as per the requirement of the board.

Tanya, a student of science, who takes coaching at a private academy said, "I cannot perform well in competitive tests unless I attend coaching classes. The CBSE syllabus is not enough to clear competitive exams." She attributes the practice to peer pressure.

Another student, Manish Aggarwal, said: "Nobody should have the problem. Taking coaching is in the benefit of students. There is little time between board and competitive exams."

Sources in the board say after receiving reports of top-ranking students having admitted that they had been exempted from attending classes at their respective schools, the board is now devising a mechanism to monitor the attendance of students in the erring schools.

Already in an inquiry conducted by the board against DAV College, Sector 10, and SGGS Collegiate Public School, Sector 26, complaints of students being exempted from attending schools have surfaced. The board is now inquiring into a complaint of certain schools in city following the same practice.

A senior officer say in future the board will monitor the attendance on weekly basis and devise a mechanism of surprise checks.

Since the arrangement of coaching classes during the school timings suits schools, students and their parents, none of the beneficiaries come forward to complain about the illegal practice.

The board officials say students should enroll themselves with the National Open School if they want to attend coaching classes.

P.I. SabuMr P.I. Sabu, Regional Officer of the CBSE, feels: "It is school Principals who attend CBSE academic programmes and refresher courses. They understand better the concept of minimum hours of schooling."

Schoolteachers are more in tune with the subjects than private tutors. On being asked about the tuition menace, he said the board headquarters would take action as per norms, if any violations were found.

He opined that allowing students to skip school classes by bypassing the rules was against the moral education imparted to students both at home and at school.
