  New  Delhi, February 4 Based on fresh recommendations of the Supreme Court collegium, President A.P.J. Abdul Kalam today ordered the transfer of  the Punjab and Haryana High Court Chief Justice, Mr Justice B.K. Roy, to  the Guwahati High Court.

 The 300-km Jammu-Srinagar National Highway was today closed to vehicular
        traffic due to heavy snowfall on several stretches since last night. Over 150 vehicles were stranded at different places along the highway and the Army swung into action, providing food and relief, official sources said here.
        The highway was closed from Banihal to Patnitop due to landslides and
        accumulation of snow, including three freet at the patnitop hill resort.
