State gets tough on off-campus centres

State gets tough on off-campus centres

To curb the menace of deemed universities running off-campus centres without the mandatory approval of the University Grants Commission (UGC), the State Council for Vocational and Industrial Training (SCVT) has taken the initiative of not extending affiliation to such institutes. Such institutes have not been granted the mandatory approval to run any course recognised by the SCVT.

This decision, states the Director, Technical Education, Mr R. D. Pawar, would ensure that the SCVT’s name was not misused to run courses of deemed universities. This would help students differentiate between a recognised institute and those run as off-campus centres of various deemed universities.

The UGC has said that the Rajasthan Vidyapeeth, Udaipur, and the Institute of Advanced Studies in Education, Sardarshahar, were declared deemed universities, but were not granted the approval to run courses through distance education mode by way of off-campus centres. Though the state government had not been able to put on hold any such centre as they claimed the UGC was the only body to take action in such a case, but it had now decided not to grant such institutes any recognition at all.

The state Education Department, too, has finally woken up to identify various off-campus centres of these two institutes and the other deemed universities that have opened more than 118 such centres throughout the state. As many as 16 such centres are said to be running in Solan alone.

Another 13 educational centres in Solan, 10 in Mandi, two in Bilaspur and six in Kangra are among other centres running without any affiliation in the state. This revelation has now set the alarm bells ringing for the students studying in these institutes. They now demand that the state government should ensure that they get transferred to the main campus of the deemed universities, so that they don’t stand to loose an academic year.

Though the SCVT took an exceptionally long time to streamline the system, officials believe that, once finalised, the system would automatically check mushrooming of such commercial educational centres. With 74 institutes out of the more than screened being granted the permission to run 10 courses, only nearly 5,000 students have managed to procure admission to various courses, while 22,540 students had applied for it. The institutes are still not clear about the 15 per cent management-quota admissions and awaiting instructions from the directorate.

Doubts are being cast over the manner in which the institutes were awarded this permission. Three institutes that failed to make it have moved the high court against the decision of the government. A Baddi-based institute has been permitted to make only 20 admissions against its sanctioned quota of more than 70. The institute that was shut down in 2003 following procedural deficiency got the nod for this after much hue and cry. It was reliably learnt that a senior minister had recommended that the institute be given the approval.

The institute, in business for the past several years, had come under a storm, having been opened during the regime of the former BJP government. A lawsuit against it was however closed after the Legal Department found no cause for booking it. In a delayed move, its second session of counselling was withheld and reportedly shifted to another zone, disclosed the Principal of the Solan ITI, Mr Shivender Dogar. The institutes that had failed to make it now await the decision of the high court on a pending PIL in the case.
