Audit sought to cut PU’s power, water bills

The Municipal Corporation, Chandigarh, has accorded approval for the conversion of water tariff from institutional to domestic for Panjab University, thereby bringing down the rates from Rs 9 per kilolitre to Rs 1.75 to Rs 6 per kilolitre depending upon the consumption of water per kilolitre.

The conversion of water tariff from institutional to domestic will create a recurring saving of more than Rs 1 lakh per month. The institutional rates are Rs 9 per kilolitre while the domestic charges are Rs 1.75 for consumption up to 30 kilolitre, Rs 3 for consumption from 30 to 60 kilolitre and Rs 6 for consumption from 60 to 120 kilolitre. This gap between the institutional charges and the domestic charges was costing the university exchequer heavily.

Displeased over Panjab University’s whopping electricity and water bills, running into over 2 crore per annum, members of the Panjab University Board of Finance have asked the university administration to undertake an “energy audit” for the campus.

Members of the Board, including Finance Secretaries of Chandigarh and Punjab, also suggested a sharp cut down in the use of water for the watering of its lawns, pointing out that instead of using precious drinking water for the purpose, the university should shift to the use of tertiary water.

The matter had come up for discussion during the Board of Finance meeting held on November 16, when the PU Finance and Development Officer put up an agenda item for the additional provision of Rs 40 lakh for the payment of electricity and water bills over and above the existing provision of Rs 82 lakh.

Stating that the university take up an energy audit immediately, Mr S.K. Sandhu, UT Finance Secretary said the university would have to look into the means by which electricity could be saved. Concrete steps should be taken for the replacement of electrical devices with solar devices within the campus, he suggested.

Adding that the Chandigarh Administration would not allow the use of drinking water for the watering of lawns, Mr Sandhu pointed out that the university should start planning and laying down pipes for the supply of tertiary water to the campus.

Agreeing to the audit, the Vice-Chancellor, Dr K.N. Pathak, assured the Board members that steps would be taken to use tertiary sources of water within the university to hose its lawns. He informed the members that the university was dotted with shallow wells and these could be used as source of water for irrigation of its playgrounds and lawns.

He, however, said that the laying of special pipes for the supply of tertiary water would lead to a lot of expenditure, for which the university did not have funds. The UT Administration could pay for it initially, he said.

Naga students depart after three-day visit

Chandigarh, December 7
A group of 50 NSS volunteers — 25 girls and 25 boys — from Nagaland ended their three-day visit to the Sri Guru Gobind College for Women, Sector 26, here. The students had come to attend a national integration camp organised by the NSS unit of the college and the NSS unit of Sri Guru Gobind Singh College, Sector 26.

The Naga students represent over 10 tribes of the state and exchanged information about the flora and fauna of their state with the students of the college. After visiting Mansa Devi temple, they were taken to the Pinjore garden and later partook langar at Nada Sahib gurdwara.

The students also went on a tour of the City Beautiful and shopping. The visit ended with dinner at co-host SGGS College and departure by the visiting team. Naga programme officer Kenneth shared his thoughts about the visit with the organisers.

Dr Kuldeep Singh and Dr Harinderjit Singh, Principals of the two colleges, presented mementoes to the students. Mr S.K. Sahni, programme advisor, Ministry of Youth Affairs, Government of India, and Dr M.S. Bains, programme coordinator NSS, Panjab University, were also present on the occasion.

NSS unit launched

A new unit of the National Service Scheme (NSS) was recently launched at the Soharra campus of Rayat and Bahara college by Dr B.M. Mann, Director, NSS, Punjabi University, Patiala. Present on the occasion were chairman Gurvinder Singh Bahra, Principal Indu Rihani and Dr Satinder Dhillon, Principal, Dev Samaj College of Education, Chandigarh.

A number of events like slogan and poster competition were also organised in which a number of schools participated, including Government Senior Secondary School, Kharar, Government School, Desu Majra, Government Senior Secondary School, Sohana, Government Senior Secondary School, Phase 3B, Mohali, and Government Secondary School, Ropar.

Earlier, the World AIDS Day was also observed by the college. The idea was to make students aware of the growing menace of AIDS in the country.

Vivek High in finals of design competition

In the recently held semi-final of the Asian Space Settlement Design Competition, students of Vivek High School, Sector 38, have qualified for the final round of the competition. Over 50 teams from Asia participated in the competition. The Vivek High team comprised students from class 8 to 12, including Leela Raina as the president and Mukul Sharma, Physics Lecturer, as the adviser of the team. The team represented a major aerospace company and submitted the design for an orbiting space settlement around Mars.

The team winning the Asia Finals shall participate in the finals of the ISSDC to be held at Kennedy Space Centre, Florida, USA. The competition is being organised by the Aeronautical Society of India, Chandigarh.

NIOS to enter e-age in 2006

Come 2006 and the Regional Centre of National Institute of Open Schooling (NIOS) will enter the e-age. With a host of new initiatives taken by the NIOS to ensure quality education through greater reach, the students enrolled under the Open School System can now look forward to e-learning through virtual classrooms. Also in the offing is the on-line testing and on-demand examination system at the secondary level.

While officials at the Regional Centre informed that the dish antennae had already been installed, the required infrastructure and equipment were being obtained. Under the e-learning programme, there will be one learning management system hub at a central place from where the different study centres will be linked through EDUSAT/V-SAT/Internet.

The officials further informed that initially 10 to 15 study centres would be identified and the programme would be broadcast from the central hub with the presenter interacting with the students sitting in different study centres. This the broadcast could be live or recorded and if the number of students is large, there could be a moderator answering the queries of the students. More than one session indicating different topics of the subject or different subjects would be held simultaneously and the local experts could also be participants or hosts of a particular session.

Meanwhile, the Secretary NIOS, New Delhi, Mr D.S. Bist, while talking to The Tribune said that NIOS would also provide to the learners the facility of online testing at intervals of three months of the personal contact programmes which will help in the self-assessment .

About the On-Demand Examination System (ODES), Mr Bist informed that it was great step in terms of flexibility to the open and distance learning as the students would be able to take the examination as per their wish and preparation. The ODE testing Centre which is so far only in Delhi would be soon opened in 2006 at the Regional Centres of NIOS.

For the session 2005-06 there are 44,864 students enrolled with the Regional Centre NIOS, Chandigarh. The Centre will declare the classes X and XII results on December 9. which can be viewed on the NIOS website.

According to Mr Bist, the institute is also preparing a consolidated data bank from all regional centres, of students proficient in English. This is being done after a number of call centres approached the NIOS.

Teachers stage dharna

In response to the call given by the Punjab and Chandigarh College Teachers Union (PCCTU), representing more than 160 non-government colleges of Punjab and Chandigarh , teachers staged a dharna at Matka Chowk today. The non-teaching employees unions of non-government colleges of Punjab also extended support and joined the dharna.

Addressing the rally, Dr Jagwant Singh, general secretary PCCTU, disclosed that Prof Darbari Lal, Deputy Speaker, Punjab Vidhan Sabha, had informed the PCCTU leadership that the demand of 50 per cent DA merger with pay had been discussed and the procedural formalities were expected to be completed very soon. A meeting headed by Deputy Chief Minister Rajinder Kaur Bhattal would be examining the demands made by the PCCTU on December 16, stated Dr Jagwant Singh. Regarding the problems of B Ed colleges, the secretary, Higher Education Mr M.P. Singh would be holding a meeting on December 8, he said.

Poster-display contest on Einstein held

A three-day activity programme organised by the Department of Physics, Government College, Sector 11, to mark World Year of Physics ended today.

In the morning session, students displayed various posters on Albert Einstein’s contributions. Ms Rama, Ms Veena and Ms Mona from the Department of Physics, Home Science College, Sector-10, were the judges. Later a cultural programme was organised to mark the closing ceremony.

Prof Ranjjan Verma, Head of the Physics Department, gave a lecture on “Contribution of Albert Einstein to Mankind”. Prof J.P. Singh conducted the stage. Mr J.P. Garg, former Head of the Physics Department, was the judge for the cultural events.

Mr J.S. Arora, former Head of the Physics Department of the college, gave away the prizes to students. Mr Pahlad Aggarwal, Principal of the college, was the chief guest.

The results for the poster-display contest: Ram Singh - 1st, Amit - 2nd, Rajan - 3rd.

2 city schools get IT awards

Chandigarh, December 7
At a function held in Vigyan Bhavan, New Delhi, two city schools have received the national award for computer literacy in schools.

DAV Public School, Sector 8, and Government Senior Secondary School, Sector 16, have received the award which comprises Rs 1.5 lakh each. Out of the 20 entries from all over the country in the private and government school category, the city schools have won the award in each category which has been awarded by the President. TNS

Theatre workshop by Sankalp

Mohali, December 7
Sankalp, an all-India organisation for integrated participatory development, organised a theatre workshop at Sanjay Public School here yesterday.

The workshop aimed to promote, propagate and disseminate India’s cultural diversity, particularly its rich and varied performing arts. It touched various areas of activities such as Indian classical dances and music, visual arts, theatre and literacy traditions. The workshop provided essential elements of content and structural features of the Indian theatre.

It offered narrative structure and methodology of theatre practice on varied theatre art forms, including linkages between traditional Indian theatre forms and modern Indian drama. The workshop was conducted by Ms Navneet Kaur. She gave students tips on how to specialise in choreography, direction, mask-making, costumes, lighting, film documentation and stage craft.
