India is creating ripples across the globe. The economy is looking up and so are career opportunities. Still we are not able to harness our tremendous human resources for want of adequate infrastructure.

We have excellent educational institutions like Indian Institutes of Management and Indian Institutes of Technology, where multinational companies rush to grab the talent, but a lot many deserving students fail to get into these institutes due to paucity of seats.

These Indian institutes (IIs) have some of the finest teachers who train and groom just a small fraction of managers and engineers. Therefore, the majority of deserving students fail to get best of education.

This issue of unmet demand came into prominence when the Human Resource Development Ministry turned down the plea of the Indian Institute of Management, Bangalore, to start an overseas campus. The ministry's felt that the prestigious B-schools should meet the domestic demand first.

The mission of all our educational endeavour in the new democratic-governed information age needs to be redefined in the following spirit: "All aspirants have right to learn from best of the resources, nobody should be denied best of instructions or the learning experience from the best of experts simply because of resource constraints and all aspirants should be given equal opportunities to improve and derive benefits from the best of reservoir of knowledge and excel".

Nevertheless, it is high time that the basic issues related to education be thought of and planned holistically on how to reach out to growing population in the backdrop of resource constraints. This problem can be addressed by following an "open-classroom model" so that we are able to use our resources effectively.

What is required is execution of a mandate for IIs to "serve the soil" before going global. The requirement is to take best of the teachers to as many students as possible. The IIs should launch their programme in "open mode" before going global. In fact, when these institutes get into this mode, they will also enjoy the worldwide reach.

This is not a Herculean task. The Indira Gandhi National Open University (IGNOU) has already transcended the initial experimental stages in this regard and all prerequisites for taking education on the doorstep are well known to the emerging array of distance educators.

A simple model can be briefed. Let each of the IIs be asked to have an "open class room wing" and it should open its admission to all those who get some qualifying mark in the respective entrance tests. Being an open system, it should even formally encourage the students who get admission in institutes other than IIs, as those who are not able to secure minimum marks for formal admission should not be denied instructions from the best of the resource persons.

The instructional process in IIs needs to be revamped and opened to meet the impelling demand for these courses. It is the instructional process which really is the most sorted component for aspirants, Arrangements have to be made to make classroom lecture from II's, in real or virtual frame, reach the masses.

Once in air through a dedicated channel, mass of students, formally enrolled or not, shall derive benefit out of it, according to their learning needs. Those desirous of being certified should be asked to take of series of tests and undergo an evaluation process.

Nonetheless, initial launching cost notwithstanding, the scheme of adding Open Mode on the promises of Indian institutes to meet unmet demands is an economical way for giving a boost to the education system as it will give equal opportunities to all those who aspire to grow and listen to best of the resource persons for guidance and counselling.

Educating Ethiopian policemen: Guru Nanak Dev University will not help to educate Ethiopian policemen. It has entered into an agreement on affiliation, academic co-operation and partnership with the Ethiopian Police College (EPC), Sendafa, Ethiopia. It has also signed a MoU with Ethiopian Police College at the initiative of Ethiopian Federal Police Commission.

Vice-Chancellor S. P. Singh said the university would accord affiliation to higher police education programmes of Bachelor in Police Studies, Master in Police Studies and Ph.D. in Police Studies to be run by the Ethiopian Police College. Both the Ethiopian institutions would also co-operate in exchange of academic staff, short term specialised training programs, sharing of experiences and good practices and exchange of academic resource and information.

The MoU was signed by Dr. S.P. Singh and Mr. Workneh Gebeyehu, Director General, Ethiopian Federal Police on behalf of Ethiopian Police College at Addis Ababa (Ethiopia). The university provides Bachelor, Master and Ph.D. degrees in Police Studies. The Punjab Police Academy, Phillaur (India), affiliated to the university, is a part of this partnership.
