CM for extending deadline for all traders
New Delhi, November 3 The Chief Minister said that the government supported petition and prayer being put forward by the Municipal Corporation of Delhi (MCD) and the Urban Development Ministry today before the Supreme Court seeking parity of these ‘conscientious’ traders with others. “We want that they should also be given time till January 31, 2007 - the deadline other traders have been given. Because we think that these 40,800 people have acted as law abiding citizens and have been unduly put under duress because of their affidavits.” The matter has been put before the court today also and would be heard on Monday, she said. Yesterday, the Urban Development Minister, Mr Jaipal Reddy, after the Group of Ministers meeting chaired by Home Minister Shivraj Patil, had said that in view of the tense situation prevailing in the Capital, sealing was ‘very difficult’. “Also, as on November 4 and 5 there were Sikh festivals, which needed large scale security deployments, sealing was difficult. The MCD, which had been asked by the Monitoring Committee to continue with the sealing, is putting its case before the Supreme Court tomorrow,” he had added. Meanwhile, in the latest development on the issue, the Supreme Court will hear on Monday the application filed by the MCD seeking deferment of the sealing of over 40,000 shops in the Capital whose owners had filed affidavits giving an undertaking that they would stop the ‘land misuse’ by June 30 next. |

BJP asks govt not to deploy paramilitary forces
New Delhi, November 3 The BJP members demanded to notify Master Plan of Delhi 2021 after making provisions for commercial or mixed land use of the roads in residential areas. Prof Vijay Kumar Malhotra suggested that along with the implementation of the Master Plan, one time amnesty scheme should also be brought by issuing an ordinance on the pattern of Ullhas Nagar in Maharashtra and Bangalore in Karnataka to regularise the unauthorised constructions. The delegation also demanded the sealing be stopped immediately. However, the Home Minister said that the next hearing of the case was fixed on November 6 by the Supreme Court where the government would put its case with all facts. The apex court would see the logic and issue for further direction after taking the ground realities into consideration. |

Faridabad, November 3 While there seems to be confusion about handling the applications at various levels, lack of coordination between several departments, absence of trained manpower and infrastructure have also come in the way of its proper implementation. The office of the District Public Information Officer
(DPIO) has received about 100 applications for seeking information under the Act in the first year. This Act was made effective on October 12, 2005, under which the state government had been asked to set up an office of the Deputy Public Information Officer
(DPIO) and Assistant Public Information Officer (APIO), besides the PIO in each department of the office of the union and the state government. The quantum of fee to be charged with each application seeking information from the state government office has been fixed at Rs 50. It could be paid either in cash or through treasury receipt. While the authorities concerned are expected to conduct seminars and awareness campaigns at various levels, they could hold only two programmes during the past one year at the district level here. “Though it may have been a part of the official functioning and its system, it has resulted in fallout also, which includes submission of applications seeking irrelevant information,” says Satish Kumar of ‘Soochna Adhikar Manch’, a body set up by the residents here to make people aware of this right. He said that the Act could change the way of the official functioning if it was used properly. Claiming that the information sought so far under the Act in Faridabad had been of the legal type in which the lawyers had used it to collect evidence for their cases, he said official efforts to propagate it had been missing. Barak, another office-bearer of this body, the very purpose of the Act could be defeated if it was not understood and used properly by the common man. He asked the government to provide proper training to the officials who were required for this work only and claimed that the practice of giving additional charge to the district officials was wrong. Certain employees had been shirking from such duties and there was no coordination at the district or state level, though appellate bodies had been set up. The routine work of the various departments could suffer badly if separate infrastructure was not created, added the office-bearer of the ‘Soochna Adhikar Manch’. |

New Delhi, November 3 Coming down heavily on the government, the Division Bench said, “Despite the fact that the death toll is on rise, the government has not woken up as yet. How many people you want to die before declaring dengue as an epidemic? Are you waiting for a few more deaths,” the Bench asked expressing its anguish over the matter. Directing the government to file an additional affidavit, the bench asked it to detail the steps taken to maintain water bodies and to control mosquito breeding, which was a cause for outbreak of dengue disease in the Capital. Earlier, the court took suo motu cognizance of the government’s ‘failure’ to prevent the rising number of dengue cases in Delhi. |

New Delhi, November 3 The Division Bench said the schools, which were not following the Ganguly Committee’s recommendations, would not offer admissions in nursery classes. A PIL challenging the holding of interviews by private schools for parents seeking admission for their wards in nursery classes has been filed in the court, which had earlier directed all private schools to comply with the committee’s recommendations for a year on trial basis. |

New Delhi, November 3 The Additional Chief Metropolitan Magistrate allowed the petition of Delhi Police, seeking However, the lawyer representing him claimed that it was a case of mistaken identity, and his client was innocent. A person called Tariq Ahmed Dar had already been in jail, the lawyer alleged, adding that his client, who had also the same name, was a native of Delhi and had made a career in modelling in Bangladesh. “Because of his name, the Bangladesh authorities deported him to India suspecting his role in the Sarojini Nagar blast case on Diwali eve last year,” he claimed. The police arrested Dar on October 25 on his arrival. |

Lawyers protest against sealing
New Delhi, November 3 The present imbroglio was the result of a highly corrupt administration and the traders were having to face the trauma of going bankruptcy, Ms Sonia Raj Sood, one of the protestors, said. “All their efforts to uplift themselves spanning five decades had gone down the drain, thanks to the duplicity of the present administration,” she added. The forum had also written to the Prime Minister, Mr Manmohan Singh, and Congress President Ms Sonia Gandhi, and urged them to find an alternative solution to the problem. “We as lawyers are aware that corruption and personal aggrandisement is the root cause of this wanton economic buttering by ‘babus’ (officials) and their political masters,” the demonstrators said. |

orchestra to perform in Capital
New Delhi, November 3 Delhi Tourism CMD Sanat Kaul says that this is the first time when an international music event will be organised at a Delhi monument by Delhi Tourism. The event is being organised by the Italian Embassy in association with Indian Council of Cultural Relations
(ICCR). In Delhi, the group will perform at Purana Qila on November 11 and in Mumbai at the NCPA on November 13. The
orchestra of the Teatro Regio is considered one of Italy’s most
distinguished symphonic orchestras. As per Italian Ambassador Antonio
Armellini, “The orchestra of the Teatro Regio is one of Italy’s most
distinguished symphonic orchestras, coming from a city which is the
cradle of Italian operatic tradition”. “Playing at the historic
and beautiful Purana Qila with the full group of its 60 members will
provide a memorable evening highlighting the strength of Indo-Italian
friendship through a selection of operatic arias sung by two of Parma’s
lyric stars,” he said. Terming the language of music universal, he
said Italian music had a connection with Indian music as both conveyed
the message of love. ICCR Director General Pavan K Varma said that
Parma’s political and cultural significance, situated as it was
between the historic cities of Paris and Vienna, was mirrored in its
musical presentations in the way its orchestra developed and refined
itself in the centuries. He said the orchestra had always been
supported by Italy’s most extraordinary singers, making it the best
ensemble in that country.
Bansuri maestro Hari Prasad Chaurasia would perform in Italy on November 20, Verma said, adding that it was a proud moment to have the performance for promotion of tourism in New Delhi. The history of Parma Royal Theater Orchestra is rooted in Renaissance times. Between the end of the 17th century and the first decades of the 18th century, Parma became a real laboratory for music, particularly for the development of the role of the orchestra. |

Film festival on environment begins
New Delhi, November 3 A rare collection of documentaries are slated to be screened that bring to the ordinary viewer the rather pertinent but silent battles that are being waged to save the environment in distant places on the globe. These detail challenges of global warming in the cloud forests of Latin America, in the largest mangrove forests in the Sunderbans in the Bay of Bengal to organic farming, a practical solution in Thailand or the impact of genetically modified cotton in Andhra Pradesh. Some 23 documentaries are being screened and the themes are Earth, Water and Survival. This festival has been organised by the environmental group, Toxics Link, in association with the India International Centre and supported by the Embassy of Switzerland. “The challenges of sustainability have to be dealt with by everyone,” said Delhi chief minister, Ms Sheila Dikshit, at the inaugural on Friday. “The industrial and technological revolution has brought massive progress, but the fall-outs of this advance has led to tremendous imbalance in nature. There is talk of accelerating climate change, greenery dying, atmospheric pollution and entire species getting extinct,” added Ms Dikshit. The chief minister further informed that, “I am starting a programme of involving school children to re-juvenate a waste-land or water body, this will be a labour of love. The idea is to turn this area into a green area, a breathing lung in the city. I would really like Toxics Link to join us in this project.” She further added that currently there was a real need to turn to natural products, use natural manures, natural pesticides and insecticides and use paper bags instead of plastic. The Swiss ambassador, Dr Dominique Drier, who was also present on this occasion, said, “The problems of environment have become acute over the last few years due to global warming and even Switzerland has had to face torrential rain and floods. We recognise our duty to protect the environment and support other nations in this endeavour.” |
DU to confer degrees on Bachchan, Dikshit today
New Delhi, November 3 Besides, noted cartoonist Mr R. K. Laxman, the Principal Scientific Adviser to the Prime Minister, Mr C. N. R Rao, and the Delhi Chief Minister, Ms Sheila Dikshit, will also be presented the degree at the special convocation, a DU official said. He said that four people, including Bachchan, would be presented the degree. This is in recognition of their work in their respective fields. Historian Romila Thapar, industrialist Ratan Tata and prominent writer Mahashweta Devi would also be honoured at a convocation that would be held later, the official said. Bachchan completed his three-year B.Sc. degree in 1967 from Delhi University’s Kirori Mal College. |

Two held for running betting racket
New Delhi, November 3 Following a tip-off, the police allegedly conducted search operation in a house in Rohini Sector 8 yesterday from where the racket was being operated. The gang had received bets of more than Rs 11 lakh at the time of the arrest, police said. The arrested persons have been identified as Rajeev Arora and Rohit Aggarwal. They have been booked under relevant provisions of the Gambling Act. |

New Delhi, November 3 One container, 256 colour TV sets worth Rs 18 lakh, one country-made pistol, three button activated knives, iron rod and iron punch have allegedly been recovered from their possession. On the complaint of a driver of a container, Kaushal Pal, the six persons were arrested, the police said. Kaushal Pal had allegedly loaded 260 colour TV sets in the container from LG Electronics based at Surajpur in Greater Noida and left for Chandigarh. After covering some distance, he handed over the vehicle to his associate driver Bharat Singh Rawat as he was not feeling well. On the way, the container allegedly collided with a Scorpio jeep. The driver of the jeep started demanding compensation of the damage caused by the container. The driver Bharat Singh and helper Manoj Kumar allegedly negotiated with giving a TV set to the Scorpio driver. After the incident, they allegedly hatched a conspiracy to sell the consignment. They came to Palwal and sold three TV sets. After that, they allegedly struck a deal to sell the entire consignment. But the police nabbed them on the way when they were about to hand over the consignment following a tip-off, the police claimed. |

Businessman held for murdering son
New Delhi, November 3 The maternal uncle and a cousin of the 20-year-old victim Harish Singh
Negi, a resident of New Palam Vihar in Gurgaon, was also arrested for allegedly helping the businessman in the crime on October 31. According to police, Negi’s father Pratap Singh was having an illicit relationship with uncle Pramod Kumar’s wife. Negi was against the affair that prompted his father to hold a grudge against him. Kumar, who works at Singh’s furniture shops at Manesar and Gurgaon, was also aware of the relationship and this angered Negi. Singh then hatched a conspiracy with Kumar to eliminate Negi and sought the help of one Anil Kumar, a relative. As per the plan, Pramod Kumar and Anil Kumar took the victim to Maneshwar on the pretext of attending a party. On reaching an isolated place, the duo stabbed Negi several times and slit his throat and dumped his body near a farmhouse. |

Panel examines files related to GDA plots
Ghaziabad, November 3 It may be recalled that Zaidi Commission was set up after an uproar that the GDA was indulging in a large-scale out-of-turn allotments of plots and houses to oblige certain influential people, including over three dozens VIPs in Lucknow. When the commission summoned these files, the GDA had sent photocopies of the files pertaining to the allotments. But the commission chastised the GDA authorities to make available original files of such allotments of houses for the commission’s examination. After some delay, the GDA forwarded 19,572 original files pertaining to out-of-turn allotments of plots and houses. The work of allotments of plots in GDA registry had been at standstill for the last one year. Now two truckloads of these files have been brought back from Zaidi Commission’s office in Allahabad by GDA officials. While the Zaidi Commission is yet to pronounce its verdict on this issue, the role of GDA officials, who had reportedly secured fake signatures on approvals from officials on these allotments in backdate, is likely to be scrutinized. Most of such cases pertain to allotments in Indirapuram, Ghaziabad, where a lot of irregularities are suspected to have been committed. |

Man gets 7-yr RI for kidnapping
New Delhi, November 3 Additional Sessions Judge (ASJ) B R Kedia held Bimlesh Kumar Dass, a resident of Phatuwa district of Bihar, guilty of kidnapping Sunny—the minor son of one Maharaj Prashad and also slapped a fine of Rs 2,000 on him. According to the prosecution, the complainant, Prashad, was the owner of a ‘dhaba’ in Nabi Karim area in the Capital. He employed Bimlesh on September 28, 2004. After working for two days, he took Sunny outside the ‘dhaba’. However, he did not turn up again. Bimlesh then demanded a ransom of Rs 50,000 for release of Prashad’s son. But after a thorough search, the cops recovered Sunny from the possession of Bimlesh. He was arrested on October 4 the same year. Bimlesh was convicted under Section 364-A

‘Laptop gang’ busted, three held
Gurgaon, November 3 The police arrested three persons of a seven-member gang who used to steal laptops, especially after breaking open the parked vehicles having the gadgets. The three arrested are from Delhi, but their area of operation was only Gurgaon—the fast emerging hub of Information Technology and related services. Earlier, the Delhi Police had arrested one person of the gang in Delhi. During the course of investigation, it was found that the laptops stolen in Gurgaon were sold in Delhi. The Gurgaon police were informed of the arrest which resulted in the nabbing of two more members of the gang. During the course of investigation, it was found that the gang has so far indulged in 33 cases of thefts. The police have recovered 14 laptops from them. The search is on for the arrest of others. A senior government official relating to the upkeep of law and order said that the development was an eye-opener for the police and the law-enforcing agencies will have to change their tactics now in the cities like Gurgaon. One killed in group clash in Noida
Noida, November 3 The police have registered a case of unintentional murder and sent the body for autopsy. In another clash in Parthala village, two persons were seriously wounded. The clash took place in Chharrsi village over a trivial matter. Vipal Tiwari, 45, lived with his family in the village. His four-year-old daughter, Jyoti, had answered the call of nature in front of neighbour Ram Sewak’s house. The argument of both the families soon developed into a clash in which lathis were freely used. Ram Sewak’s son Sanjay boxed Vipal Tiwari with such a force that he collapsed and died. The villagers informed the Sector 58 police about it. The police have sent the body for postmortem. Sanjay had absconded before the arrival of the police. Police are conducting raids to nab him. |
