Proposal to let private players join agencies like DDA in land development under new Master Plan

The Central government is considering a proposal of Delhi Development Authority (DDA), currently lying with the Urban Development Ministry, to allow private players in land development of the Capital under the new Master Plan.

The DDA moved this proposal about six or seven months back to finalise this issue before taking a final decision for implementing the new Master Plan.

Land development in the Capital has so far been the job of agencies like the DDA, which is facing mounting criticism of its handling of Delhi’s town-planning requirements in the light of its burgeoning population.

Protesters opposing the court-ordered sealing drive, as also political parties like the BJP, accuse the DDA of failing to develop adequate number of marketplaces and residential buildings to meet requirements of a city whose population is nearing 1.5 crore. Sources in the Union Urban Development Ministry say public-private partnership in land development is one of the key proposals under consideration for incorporation in the new Master Plan, which is expected to be ready in January next year.

An official of the ministry said that this public-private partnership provision would mark a key shift from all previous master plans of Delhi. The Centre is also likely to introduce in the coming winter session of Parliament a real estate management bill aimed at regulating real estate business in the Capital.

The Bill, when passed, will also act as a model real estate law for states, with land being a state subject.

The Bill, sources say, seeks to put in place a mechanism to protect real-estate buyers from fraudulent selling techniques.

The government, the ministry official added, wanted to restrict, among other activities deemed fraudulent in real estate, pre-launch biddings.

“This is a consumer friendly legislation, which envisages setting up a regulatory body on real estate business to check fraud and bring in greater level of transparency”, he added.

With housing for the poor becoming a key area of concern in view of large-scale migration to Delhi from other states, the Centre is also laying stress on building more houses for economically weaker sections (EWSs).

Also, the ministry, which believes flyovers have not been able to resolve Delhi’s traffic woes adequately, is of the view that improving public transport system is key to tackling the problem.

Flyovers cannot alone smoothen the traffic, which get clogged at many intersections. The whole idea, rather, is to encourage car owners to use public transport. This can only be possible with an improved public transport system. The government, therefore, was keen to bring in a large fleet of low-floor ‘sleek’ buses and create adequate parking space in residential-cum-commercial zones of Delhi in public-private participation to resolve traffic problems, he said.

111 bail jumpers, POs held in Oct

The district police arrested as many as 111 bail jumpers and Proclaimed Offenders (POs) in October this year in a special campaign. They have also been successful in cracking at least 38 criminal cases and recovered looted valuables worth over Rs 6.56 lakh during the period.

The SSP said here today that the CIA staff of the police department had been successful in tracing out several cases during October.

He said while about 52 persons allegedly involved in various incidents of crime had been nabbed during the period, some of the criminals arrested had been a part of inter-state gangs.

It is stated that the arrested bail jumpers had been facing prosecution in various cases which include attempt to murder, looting, dowry, house-breaking, snatching, theft, Arms Act, assault, road accident, cheating (forgery) and the NDPS Act.

According to further classification, about 31 cases of thefts were worked out in October, in which property worth about Rs 5.65 lakh was recovered.

The police arrested about 25 criminals in this connection. Four persons were arrested in connection with snatching incidents and the property worth Rs 24,000 was recovered.

The arrested criminals also include four members of the dreaded Bawaria gang from whom valuables worth Rs 35,000 were recovered by the CIA staff of the police.

MCD proposal to hike vehicle parking charges

The Municipal Corporation of Delhi (MCD) is planning to hike parking charges for vehicles in its areas.

Leader of the House in the MCD, Mr Jitender Kochar, said a decision on the revision of the parking rates would be taken at a meeting tomorrow.

Under the revision plan, the vehicle owners will have to pay Rs 10 for 10 hours and Rs 20 for 24 hours.

Mr Kochar said that at present Rs 5 was being charged for scooter parking and Rs 10 for car. But it has been found that parking contractors charge double the rates fixed by the civic body. He claimed that the revision plan was being considered to protect the citizens from being overcharged.

Moreover, with the hike in the charges, the MCD would add more revenue to its coffers.

However, sources said that all the money was likely to go into the pockets of contractors who pay earnest money to the MCD at the time of allotment of the contract. So far, no decision had been taken to raise the earnest money, sources added.

Sources said that parking in Delhi was under control of select 10-15 contractors. Besides, the MCD has registered around 30 more contractors across the city. Most of them are from army background.

A senior official of the MCD said that in its submission before the two-member Supreme Court-appointed monitoring committee to review the parking problem in the Capital, the civic body had said that it had taken a host of steps like auctioning sites for fully automated and multi-level parking lots.

Nineteen multi-level parking lots would come up before the Commonwealth Games 2010, out of which studies have been carried out for the construction of eight which will come up in areas like Greater Kailash I and II, Karol Bagh, Parade Ground and Kamla Nagar.

The panel has further directed that the identified lots should be put on the website so that residents of the Capital are aware of them.

The official also said that beginning November 15, the MCD would enforce single lane parking in its areas to ease traffic.

There are usually huge traffic jams in and around parking lots as the vehicles parked in a haphazard way spill over to the roads blocking traffic.

Hospital fined Rs 2 lakh for medical negligence

A city-based hospital and one of its surgeons, accused of removing the kidney of a woman during an operation, have been asked by the State Consumer Commission to pay compensation of Rs 2.1 lakh to her.

“There is no escape from arriving at the conclusion that they (hospital and the doctor) were negligent in operating the complainant, while removing the stone and in the process removed her kidney,” the President of the Delhi State Consumer Disputes Redressal Commission said.

Ordering Rohini-based Bhagwan Mahavir Hospital (BMH) and surgeon, Dr P. K. Bhardwaj to pay the amount in a week’s time to Ms Promila Devi, a resident of the same locality, Justice Kapoor rejected their contention that during the surgery, it was found that the stone was so embedded in the kidney that there was no other option but to amputate the organ. “No medical literature has been produced by the Ops (BMH and the doctor) to justify the action of removal of kidney,” he said, adding it was a case of gross negligence, as the doctor should not have undertaken the operation if he was not sure about the removal of the stone. The Commission allowed Ms Promila’s complaint, but refused to award compensation of Rs 20 lakh as sought by her.

“The only inference is that the kidney was removed for ulterior motives,” said the Commission, holding the hospital and the doctor guilty of “medical negligence”.

On March 2, 1994, the woman was admitted to BMH following an acute stomachache and was later operated on for removal of a kidney stone. But her pain did not subside and she consulted another doctor, who suggested she get an ultra-sound test done at a nearby clinic. She was then informed by the clinic that her kidney had been removed.

Ms Promila, who had not been informed during or after the surgery that she had lost her kidney, approached the Commission besides filing a criminal complaint, which is still pending.

With the still imposing remnants of the Mughal era Purana Quila (Old Fort) as the backdrop, the famous Italian Parma Royal Theatre Orchestra is all set to wow the audiences here for the first time on November 11 here thanks to the concerted efforts of the Italian Embassy, the Indian Council For Cultural Relations (ICCR) and the Delhi Tourism.

The historical site is abuzz with activity. Preparations are on in full swing to erect an appropriate stage for the equally historic event and particular attention is being paid to the acoustics so that the glitterati can enjoy the haunting music, particularly the arias, which are the highlights of any opera.

After performing here, the world-famous 60 piece symphonic orchestra will move to Mumbai to regale the cognoscenti there on November 13.

The history of the Parma Royal Theatre Orchestra is rooted in era between the late 16th and early 17th centuries which is generally known as the Renaissance period. Parma, a city located on the cross road between Paris and Vienna, emerged as a major political and cultural hub. It subsequently became a real laboratory for music and development of the orchestra. The most important moment in its history was perhaps the one when the famous musician of that time and a recognized maestro, Niccolo Paganini, was appointed its conductor. Since then there has been no looking back.

The orchestra is known globally for its repertoire of arias and symphonic pieces.

Three-day festival of Sankeertan music

The Chinmaya Mission here is presenting a three-day festival of Sankeertan music entitled Samavaani at the Mission premises in Lodhi Estate from November 4 to November 6. The festival features some of the best-known as well as little-known traditions of Sankeertan—that is participatory music. Panigrahi’s paintings on show

Ms Neeti Baluja, a well-known city entrepreneur, is hosting an exhibition of paintings of Jyoti Ranjan Panigrahi, a budding young artist at the Lalit Kala Akademi here. The paintings are a part of the collection titled “Rock Hewn” and explore tribal and primitive culture by depicting the correlation among the activities, the axis and the life support of these societies. The exhibition is on from November 4 to November 11.

Solo exhibition of India-born Yemeni artist

The Visual Arts Gallery at the India Habitat Centre here is holding a solo exhibition of the works of the famous India-born Yemeni artist, Mazher Nizar from November 6 to November 10.

The exhibition entitled, “Queen of Sheba”, is apparently a tribute to the lady monarch who ruled that country in the ancient times which is considered to be the most important and flourishing period in the history of Yemen.

Paintings of Finnish artist

The Embassy of Finland here is hosting an exhibition of paintings of the famous Finnish artist, Soile Yii Mayry at Gallery Number Five of the Lalit Kala Akademi here. The exhibition is on till November 10.

Art works to be auctioned

Over 100 art works produced by 100 well-known artists of the country will be auctioned at the residence of the British High Commissioner here on November 10 to raise funds for an NGO, Khushii, engaged in the welfare of the marginalized sections of society.

Called “Khushii—India on Canvass”, the fund-raising event has been described as a unique event in its own right.

Crucial hearing on sealing issue today

With the impasse continuing over the sealing drive in the national Capital, all eyes are on the Supreme Court when it hears a bunch of applications on Monday seeking relief for the traders.

A Bench will hear the applications filed by the Centre, Delhi Government and the Municipal Corporation of Delhi (MCD) seeking suspension of the sealing drive in view of the prevailing law and order situation in the aftermath of a three-day Delhi Bandh by the traders.

In the applications filed separately, the authorities have sought relief for over 44,000 traders who had filed an affidavit giving undertakings to stop the misuse of premises in residential areas for commercial activities. Such traders, by September 29’s court order, were allowed to continue their business till October 31 in view of the festival season.

However, in the application, the authorities sought relief for them like those covered under the controversial notifications of September 7 and 15, who have been allowed to run their business subject to the outcome of validity of the notifications and the Delhi Laws (Special Provisions) Act, 2006.

The Ministry of Urban Development and MCD have submitted that the traders, who have filed affidavits, are feeling betrayed as against the traders getting away from sealing till January 31, 2007 even without giving any undertaking. The court will also examine the two reports submitted by the Monitoring Committee, the second of which was placed before the Registry in sealed cover as some members were not happy with the leakage of the first report.

Missing boy’s body found

Gurgaon, November 5
The body of Ashish, a 23-year-old youth, who had been reported missing since October 29, was found in a gutter in Sector 29 here today.

The Senior Superintendent of Police said that Ashish, a resident of Gwalior, Madhya Pradesh, had been reported missing from IFFCO Chowk at National Highway 8 from the night of October 29. He had come here in search of job.

After the youth went missing, his family members got some suspicious calls from the mobile phone which Ashish used to carry, revealed the officer.

The caller was claiming that he was one of the friends of Ashish and said that Ashish had been kidnapped and the criminals were demanding Rs 1 lakh for his release.

The police were informed about the calls but they failed to trace the criminals who had kidnapped Ashish, said Ashok, a relative.

Ashish’s body was found within a radius of five km from the spot where he had been kidnapped, added the Senior Superintendent of Police.

Meanwhile, another 19-year-old Sachin Jain of Gurgaon has been reported missing from the same area on the same day and time.

Sachin’s father Sunil Jain told The Tribune that they had searched out the residence of every possible relative and friend to trace his son but of no avail. He was carrying just a couple of hundreds of rupees and an ordinary mobile phone at the time of disappearance. They were clueless about his location.

Traders threaten to launch nationwide agitation

Anxious traders here today expressed confidence that the Supreme Court would give a favourable direction tomorrow on the sealing issue but warned the government that they would launch a nationwide protest if the drive was resumed.

As the government and the Municipal Corporation of Delhi approach the apex court for deferring the drive, the “anxious but hopeful” traders, who met twice in the day here to fine-tune their strategy, said the court would take into consideration their “future”.

“We are worried and anxiously waiting. We have belief in the judiciary and hope that it will take into consideration our future while deciding on the matter,” the Confederation of All India Traders Secretary General, Mr Praveen Khandelwal, said.

“We think that after the court directions, there will be some kind of deliberations at the government level. We are waiting for that and hope that the drive will not be resumed,” he said.

Various trade bodies across the country have expressed their solidarity with Delhi shopkeepers who are facing sealing of their commercial establishment operating in residential areas and have threatened to call a ‘Bharat Bandh’ if the government resumes the drive. — PTI

Mr Goel, also the Convener of Delhi Vyapari Andolan, said on the one hand, the government was assuring to provide relief to the traders in the master plan, on the other hand, it proposed to impose fines for wrong use and parking taxes.

He said if the sealing process started, the traders would call for another ‘bandh’ to oppose the move.

The Municipal Corporation of Delhi (MCD) would be collecting thousands of crores of rupees every year by introducing mixed land use, but the shop owners would be forced to close their shops as they would fail to pay lakhs of rupees as fine for mixed land use, he said in a statement here.

“Before the sealing process starts again, the government should tell the traders how it will fulfill the assurance of establishing one lakh shops and generate employment,” he said.

He urged the state government to improve the drainage system in the Capital so as to keep the city clean. — UNI

Use Metro to avail discount on Trade Fair tickets

As an incentive to visitors to the Trade Fair this year to travel on the Metro instead of using private transport leading to chaos around the venue, there will be a Rs 5 discount on tickets for entering Pragati Maidan from November 14 to 27.

According to a DMRC release, the India International Trade Fair (IITF) authority will sell entrance tickets at a discount of Rs 5 compared to the normal rate.

Besides, the DMRC would extend the Dwarka-Barakhamba line up to Indraprastha with a station at Pragati Maidan before the trade fair begins.

The DMRC is also planning to deploy Metro ‘Sahayaks’ and guides at the platforms, AFC gates, lifts and escalators along with security supervisors to help passengers and guide commuters.

Capital to host Lata Mangeshkar Award function

The cultural affairs minister, Maharashtra, Mr Ashok Chavan and the minister of state for culture, Rana Jagjit Singh Patil, union cabinet ministers from Maharashtra and other MPs are likely to attend the ceremony, to be organised by Maharashtra government.

A cultural programme will be presented by Ashok Hande of the Chaurang cultural troupe from Mumbai. This will be a unique opportunity for Delhiites to enjoy the music composed by Shehlal Bhatkar, songs of Manna De and Jaimala Shiledar.

The award comprises Rs one lakh in cash, a memento and citations. This is the first time that this award ceremony is being held outside Mumbai.

ASI held for taking bribe

The Haryana State Vigilance Bureau today raided the CIA office of Haryana police and arrested an Assistant Sub Inspector while he was allegedly taking Rs 2,000 as graft money.

The accused is said to have been demanding the sum from brother of a person who was allegedly involved in a theft case. The money demanded was to let the accused off the hook.

The brother brought it to the notice of the SP, Vigilance Bureau, Mr Rajbeer Deshwal.

The brother complained to the Vigilance Bureau that the police had implicated his relative and was harassing him for bribe. The bureau raided the office while the official was accepting the money.
