Haryana Budget proposes 'Agri Discom', 'green climate fund', 20% reservation for Agniveers

Haryana Chief Minister Nayab Singh Saini, who also holds the Finance Department portfolio, on Monday proposed a state budget of Rs 2,23,658.17 crore for the 2026-27 fiscal during the ongoing session of the Assembly, marking a 10.28 per cent increase over the revised estimate of Rs 2,02,816.66 crore for 2025-26.

The fiscal deficit is projected at Rs 40,293.17 crore, or 2.65% of the Gross Domestic Product (GDP). The revenue deficit is estimated at 0.87% of GDP, while the effective revenue deficit is pegged at 0.41%. Capital expenditure is projected at 1.86%, with effective capital expenditure estimated at 2.32%.

Sporting a saffron turban, the CM was greeted with “Jo bole so nihal” by the Treasury Benches as he entered the House to deliver the Budget speech.

The Chief Minister emphasised enhancing capital investment to accelerate infrastructure growth. Capital expenditure is proposed at Rs 28,205 crore, accounting for 12.6% of the total budget, while effective capital expenditure stands at Rs 35,216 crore, or 15.7% of the budget.

This marks an increase from Rs 27,650 crore in 2025-26, which was 13.6% of the total budget.

Seven women police stations, three cyber crime units announced

CM Nayab Saini announced the construction of seven new women police stations in Loharu, Barwala, Narwana, Samalkha, Meham, Radaur, and Pehowa. To strengthen emergency response, 150 new emergency vehicles will be purchased. Additionally, to tackle cyber crimes effectively, three new cyber crime police stations will be established in Sonepat, Gohana, and Bahadurgarh.

8,000 EWS flats and rural housing plots for needy families

CM proposes 8,000 EWS flats for poor families in Faridabad, Gurugram, Jhajjar, Palwal, Panipat, Rohtak and Rewari. Under the "Chief Minister Rural Housing Scheme 20", 5,000 plots of 50 and 100 square yards respectively will be given to needy families in 5 megagrams and 157 small villages.

CM proposes that under "Pradhan Mantri Awas Yojana-Urban 2.0", financial assistance of Rs 500 crore will be provided to 20,000 poor families for construction of pucca houses. Under the Pradhan Mantri Awas Yojana-Urban, work on 8,145 under-construction houses will be completed in the year 2026-27. CM says 23,154 new houses will be built under Pradhan Mantri Awas Yojana-Gramin. Under the Chief Minister's Urban Housing Scheme, 15,251 plots of 30 square yards each will be allotted in 16 cities.

CM announces major expansion of district and SDM hospital capacities

For 2026-27, the Chief Minister proposed an additional bonus of Rs 2,000 per acre for farmers who cultivate pulses, oilseeds and cotton to promote crop diversification. He also announced that water samples from one-third of the state’s tubewells — approximately 2,70,000 wells — will be tested. Debt growth slows significantly
