Haryana Chief Minister Nayab Singh Saini, who also holds the Finance Department portfolio, on Monday proposed a state budget of Rs 2,23,658.17 crore for the 2026-27 fiscal during the ongoing session of the Assembly, marking a 10.28 per cent increase over the revised estimate of Rs 2,02,816.66 crore for 2025-26.
The fiscal deficit is projected at Rs 40,293.17 crore, or 2.65% of the Gross Domestic Product (GDP). The revenue deficit is estimated at 0.87% of GDP, while the effective revenue deficit is pegged at 0.41%. Capital expenditure is projected at 1.86%, with effective capital expenditure estimated at 2.32%.
Sporting a saffron turban, the CM was greeted with “Jo bole so nihal” by the Treasury Benches as he entered the House to deliver the Budget speech.
The Chief Minister emphasised enhancing capital investment to accelerate infrastructure growth. Capital expenditure is proposed at Rs 28,205 crore, accounting for 12.6% of the total budget, while effective capital expenditure stands at Rs 35,216 crore, or 15.7% of the budget.
This marks an increase from Rs 27,650 crore in 2025-26, which was 13.6% of the total budget.

CM Nayab Saini announced the construction of seven new women police stations in Loharu, Barwala, Narwana, Samalkha, Meham, Radaur, and Pehowa. To strengthen emergency response, 150 new emergency vehicles will be purchased. Additionally, to tackle cyber crimes effectively, three new cyber crime police stations will be established in Sonepat, Gohana, and Bahadurgarh.

CM proposes 8,000 EWS flats for poor families in Faridabad, Gurugram, Jhajjar, Palwal, Panipat, Rohtak and Rewari. Under the "Chief Minister Rural Housing Scheme 20", 5,000 plots of 50 and 100 square yards respectively will be given to needy families in 5 megagrams and 157 small villages.

CM proposes that under "Pradhan Mantri Awas Yojana-Urban 2.0", financial assistance of Rs 500 crore will be provided to 20,000 poor families for construction of pucca houses. Under the Pradhan Mantri Awas Yojana-Urban, work on 8,145 under-construction houses will be completed in the year 2026-27. CM says 23,154 new houses will be built under Pradhan Mantri Awas Yojana-Gramin. Under the Chief Minister's Urban Housing Scheme, 15,251 plots of 30 square yards each will be allotted in 16 cities.

CM says provision of Rs 610 crore for guarantee of 125 days of wage-based employment in a year to every rural household under the "Vikas Bharat Guarantee for Employment and Livelihood Mission Gramin" (VB-G-RAM-G). Five percent of the amount will be mandatorily reserved for the maintenance of community buildings like village chaupals, village secretariats, libraries, roads etc. from the year 2026-27.

Under the Pradhan Mantri Surya Ghar Free Electricity Scheme, rooftop solar panels will be installed on 2.2 lakh houses by 2026-2027. CM Saini proposes to upgrade the District Hospitals of Gurugram from 200 to 400 beds, and the District Hospitals of Sonepat and Rewari from 200 to 300 beds. Construction of 400-bed buildings for District Hospital Gurugram, 300-bed buildings for Rewari and Hisar, and additional 100-bed buildings for the District Hospitals of Charkhi Dadri, Hansi, Jhajjar, and Mandi Kheda will also begin in 2026-27. CM says under the Sugarcane Technology Mission, the incentive amount for planting sugarcane in wide rows at a distance of 4 feet has been increased from Rs 3,000 to Rs 5,000 per acre. New soil-water testing labs will be set up for fish farmers in Yamunanagar, Rohtak and Faridabad at a cost of Rs 9 crore. Fish seed farms of Jyotisar and Sampla will be modernised with Rs 20 crore. To promote entrepreneurship, modern dairy farms with a capacity of 100 animals will be established at a cost of Rs 10 crore.

CM says the lining of about 70 canals covering a length of 1,500 km including Bhakra Main Branch, Sirsa Branch will be rehabilitated. New water structures and rainwater harvesting works will be undertaken by the Haryana Water Resources Authority at a cost of Rs 125 crore. CM Saini announced that 250 schools will be upgraded to CM (Excellence and Early English) or CM (EEE) schools. These schools will be affiliated with the Board of School Education Haryana and will offer education in both Hindi and English mediums in every class. In addition, after training 100 teachers in French, another 100 teachers will be trained in German and Japanese languages. A provision of Rs 200 crore has been allocated to provide dual desks in all government schools by the upcoming Haryana Day on November 1, 2026. The CM emphasised that not a single child in any government school will have to sit on mats.

Under the ‘Mera Pani–Meri Virasat Yojana’, the subsidy for farmers who give up paddy cultivation was increased to Rs 8,000 per acre last year. For 2026-27, the Chief Minister proposed an additional bonus of Rs 2,000 per acre for farmers who cultivate pulses, oilseeds and cotton to promote crop diversification. He also announced that water samples from one-third of the state’s tubewells — approximately 2,70,000 wells — will be tested. In addition, a grant of Rs 10,000 per acre per year will be provided to promote natural farming.
