Opposition leaders stage walkout from Rajya Sabha over demand for debate on 'electoral reforms'

Relentless protest by the Opposition demanding a debate on SIR led to the adjournment of Lok Sabha proceedings for the day on Tuesday even as the government asserted that it was ready to discuss the issue in the House without assigning a timeline.
After two adjournments earlier in the day, the House met again at 2 pm amid sloganeering by the Opposition members.
Dilip Saikia who was presiding over the House, urged the Opposition to allow the House to function as the government was willing to discuss the ongoing Special Intensive Revision (SIR) of electoral rolls in nine states and three Union territories. He reminded the members that the SIR exercise has already been completed in Bihar and results are evident.
The Central Excise (Amendment) Bill, 2025 was listed for consideration and passage in Lok Sabha but could not be taken up due to disruption. Earlier during the Zero Hour, which went on for around 10 minutes, various papers and standing committees' reports were laid on the table of the House.
Members of Congress and some other Opposition parties protested and shouted slogans against the SIR of electoral rolls, an issue on which they have been demanding an immediate discussion.
Proceedings on the first day of the Winter Session on Monday had also been disrupted due to the opposition protests, leading to repeated adjournments. — with PTI

Rahul Gandhi launched a scathing attack on Prime Minister Narendra Modi over the SIR issue, saying the PM states that Parliament belongs to the people of India, but he constantly "shies away" from discussing important issues related to people's welfare. "What could be a bigger public issue in a democracy than voting rights?" Gandhi said in a Facebook post in Hindi after the protest. Noting that the INDIA bloc held a strong protest outside Parliament House against the SIR, Gandhi said the opposition demands that a serious discussion on the SIR should take place in Parliament to protect the Constitution and democracy. "Every citizen's rights are vested in the vote, and the SIR is clearly a weapon to cut the votes of the country's poor and Bahujan community and make elections one-sided," the former Congress chief said.

The West Bengal government did not implement the PMMSY central scheme for fisheries for two years and has spent only Rs 58.51 crore of the sanctioned amount, Union Minister for Fisheries Rajiv Ranjan Singh informed the Lok Sabha. The Pradhan Mantri Matsya Sampada Yojana (PMMSY) was launched by the Union Ministry of Fisheries to bring about ecologically healthy, economically viable and socially inclusive development of the fisheries sector of India. For two years after the scheme was launched in 2020-21, the West Bengal government did not cooperate with the Central government in implementing it, the minister said. In 2022-23, the West Bengal government accepted it and sent proposals of Rs 221 crore. Of this, Rs 114 crore proposals were approved by the Central Government. The minister said it is very difficult to implement any programme if a state government does not cooperate with the Central Government.

Parliamentary Affairs Minister Kiren Rijiju told the protesting members that they should protect the decorum of the House and there are many members from different parties who should also be heard. Disrupting the proceedings by members of a few parties is not right, and also anger of losing elections should not be shown in the House, the minister said and mentioned that even late BJP leader Atal Bihari Vajpayee had also lost elections. While taking a jibe at the Congress on recent electoral losses, Rijiju said they are losing the confidence of the people. The government is ready to discuss issues, he asserted.

As soon as the laying of papers concluded, Opposition MPs trooped into the well of the House, raising slogans and demanding a discussion on the electoral rolls revision exercise. The protests escalated after Chairman C P Radhakrishnan rejected 20 notices under Rule 267 on five different subjects, stating they did not meet the procedural requirements. Leader of Opposition Mallikarjun Kharge urged the Chair to permit a discussion on the SIR issue. Union Minister and Leader of the House J P Nadda and Parliamentary Affairs Minister Kiren Rijiju assured the House that the government would consult with Opposition members to decide on a suitable time for the discussion. As the Zero Hour proceeded amid the commotion, the Chair adjourned the proceedings till 2 pm.

As the protest continued, Lok Sabha Speaker Om Birla urged the members to cooperate, stressing the importance of Question Hour. “In a democracy, it is natural to have differences. But behaviour and utterances of some members inside and outside the House are not acceptable,” he said, adding that all members should maintain the dignity of the House and the country. “I always give enough time to every member. But everyone should also maintain the highest standard of the world's largest democracy,” he said. The Speaker then adjourned the house till 12 noon.

The leaders held posters and placards against the Special Intensive Revision (SIR) of the electoral rolls. They also had a huge banner which read 'Stop SIR-Stop Vote Chori' and raised slogans against the government.

The Congress leader filed an adjournment motion notice in the Rajya Sabha seeking suspension of business to discuss the government's directions on installation of the Sanchar Saathi App in new mobile handsets. In her adjournment notice, the party MP said, "The Right to Privacy is an intrinsic facet of the fundamental right to life and personal liberty, guaranteed under Article 21 of the Constitution. The Department of Telecommunications' circular directing smartphone manufacturers and importers to pre-load the "Sanchar Saathi" application in a manner that cannot be deleted constitutes a grave affront to this fundamental right".
