ARC FOR SETTING UP INTER-STATE COUNCIL



NEW DELHI, June 19 (PTI)—The Administrative Reforms Commission has opposed any amendment to the Constitution to give greater autonomy to States. In its 13th report on Centre-State relationship, the ARC has, however, recommended that “more financial and administrative functions and powers” should be delegated to States. The delegation of powers will make the relations between the Centre and the State smoother and introduce efficiency and economy in the administration of the Union and State Governments. “It is not in the amendment of the Constitution that the solution of the problems of the Centre-State relationship is to be sought, but in the working of the provisions of the Constitution in the balanced spirit in which the founding fathers intended them to be worked”.
