Transfer of society flats to start next week

In a move which might bring relief for thousands of people living in 10, 000 flats of the group housing societies, the Chandigarh Administration has decided to register flats from next week. Sources said after getting approval from the Punjab Governor and the Union Territory Administrator, VP Singh Badnore, the Administration is likely to notify the new policy on Friday.

Earlier, the transfer of flats was stopped for a year in the absence of any policy. An officer of the Chandigarh Administration said the guidelines had been prepared to protect the interests of bona fide members and prospective purchasers from any unwanted litigation and streamline the entire procedure.

“The transfer will start next week after the notification, which is likely to issued on Friday .The administration has given one-time relaxation in the new policy,” he said.

Societies can get the execution of conveyance deed done till June 30, 2019, at the actual amount paid by cooperative societies. According to the scheme, group housing societies are allowed to register the conveyance deed at the rate of allotment, which is Rs 750 per sqyd for 1993 allotments and Rs 2,850 per sqyd for the land allotted in 2001.

Upon the execution of deed of conveyance and lease deed, the transfer of individual dwelling unit (s)/flat in each society shall be allowed only through the deed of conveyance (sale deed) or deed of transfer of leasehold rights, as the case may be, to be executed and registered on payment of the prescribed stamp duty.

The intending purchaser should seek NOC from the respective society to the effect that no dues are pending on the part of the outgoing member and the society has no objection to his/her enrollment as a member, which shall be a pre-condition before the execution of deed of conveyance (sale deed) or deed of transfer of leasehold rights, by the outgoing member of the society.
