Rs 18.42-crore dog pound in Chandigarh a step closer to reality

The Chandigarh Municipal Corporation has floated a Rs 3.98-lakh tender for preparing the drawings of the proposed dog pound at Sector 25-West. The dog pound is to be built at an estimated cost of Rs 18.42 crore by September 30 .

The new shelter is being set up in view of the Supreme Court directions on a suo motu writ petition (dated November 7, 2025) for the prevention of dog-bite incidents and the management of stray dogs in institutional premises.

The MC has identified around 2 acres for the proposed dog shelter in Sector 25, which will have facilities such animal birth control (ABC), anti-rabies vaccination (ARV), rehabilitation and comprehensive care of stray dogs. The detailed plan of the project has been submitted to the Animal Welfare Board.

According to the tender, the successful bidder will prepare structural drawings, specifying dimensions, shapes and materials to be used in the construction of the new shelter. It will also provide a detailed analysis of the structural stability, strength and durability of the materials to be used in the construction.

The drawings along with detailed calculations are to be submitted within 30 days from the date of issue of work allotment letter to the successful firm. The company will have to get the drawings vetted from a reputed institution.

The new premises will be designed to accommodate 1,980 dogs. It will have administrative blocks, water supply and drainage systems, an effluent treatment plant (ETP) and landscaping.

Following the SC directions, the UT Administration had undertaken several steps to make all educational institutions, universities, hospitals and campuses stray dog- free. These institutions have been asked to raise boundary walls/fencing and ensure proper waste disposal.

What SC order says

On November 7, 2025, The Supreme Court directed all states and Union Territories to remove stray dogs from the premises of educational institutions, hospitals, sports complexes, bus stands and depots, railway stations, and relocate them to a designated shelter after due sterilisation and vaccination in accordance with the Animal Birth Control (ABC) Rules, 2023, framed under the Prevention of Cruelty to Animals Act, 1960. Each public institution has also been instructed to designate a nodal officer responsible for the maintenance and surveillance of stray dogs.

The SC said such premises must be properly fenced and secured to prevent the entry of stray dogs. The Court made it clear that the dogs once picked up must not be released back in the same area since it will defeat the very purpose of securing such premises and addressing public safety concerns.
