Two days after the Union Government sanctioned Rs 16.63 crore under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), the Chandigarh Administration has approved a Rs 73.89-crore critical care hospital project at the Sub-District Hospital in Manimajra.

The 50-bed hospital will come up on a 2.88-acre site adjoining the existing Manimajra hospital. The basement-plus-ground-plus-three-storey facility is aimed at addressing the long-standing critical-care needs of Manimajra, Mauli Jagran and the IT Park areas, sources said.

The region has so far depended heavily on tertiary-care hospitals such as the PGIMER, GMCH-32 and GMSH-16 for ICU, HDU and advanced emergency care, they added.

According to project details, the basement will have parking for 75 cars, a Central Sterile Services Department (CSSD) and utility and engineering services.

The ground floor will house the Emergency Department, with triage screening divided into red, yellow and green zones. It will also have procedure and injection rooms, registration and sample-collection areas, and in-house CT scan, MRI and X-ray facilities, besides observation and isolation rooms.

The first floor will have the operation theatre zone, a two-bed maternity ward with a newborn care unit, maternity triage and an ultrasound room. It will also house a laboratory and a dialysis unit with a support area, the sources said.

The second floor will comprise the hospital’s critical-care core, including a 25-bed ICU/HDU and two modular operation theatres with pre and post-operative areas. It will also have a nursing station, doctors’ facilities, counselling and waiting areas.

The third floor will have a 26-bed isolation ward, blood bank, seminar hall, administrative block, IT control room and doctors’ duty rooms.

Officials said the project cost had been worked out on the basis of the CPWD Plinth Area Rates 2025, at Rs 51,971 per sq m (Rs 4,830 per sq ft).

Of the total Rs 73.89 crore, Rs 16.63 crore has been sanctioned under the PM-ABHIM for construction, while the remaining Rs 57.26 crore will be funded by the Chandigarh Health Department under Major Head 4210 — Capital Outlay on Medical and Public Health, the sources said.

Speaking to The Tribune, Punjab Governor and UT Administrator Gulab Chand Kataria described the Manimajra facility as a crucial step towards decentralising critical care in the city. He said it would reduce residents’ dependence on tertiary hospitals for ICU and emergency services, strengthen pandemic preparedness and bring advanced diagnostic and maternal care closer to Manimajra, Mauli Jagran and the IT Park area.

The officials said following administrative approval, the project would proceed to technical sanction of the detailed estimate, which is expected to take 30 days, followed by e-tendering within 60 days. The contractor will have 18 months to complete the construction.
