Cancellation of counselling causes commotion among students

CHANDIGARH: The decision of the Punjab and Haryana High Court, which led to the canceling of counselling for MD/MS seats in the Government Medical College and Hospital (GMCH), Sector 32, has caused commotion among students of medical institute.

The decision of the Punjab and Haryana High Court, which led to the canceling of counselling for MD/MS seats in the Government Medical College and Hospital (GMCH), Sector 32, has caused commotion among students of medical institute.

The students said this adverse decision would have an immediate bearing on the future many students of the institute.

On Tuesday, the hospital authorities had cancelled the third counselling session following the verdict and approached the Apex Court challenging the decision.

One of the GMCH-32 students on the condition of anonymity said ever since the inception of the institute, the same set of rules was being followed. “Any change in the pattern of admission could ruin the future of students aspiring for a master degree in the medical college,” added the student.

A group of students said Chandigarh had only one medical college and limited number of seats, so students studying in Punjab and Haryana (under the all India quota) had more options as both states have considerable number of medical colleges.

“A student having a domicile of Chandigarh and doing MBBS in the GMCH cannot apply for the MD courses in any other state. After excluding the national quota, we are left with limited number of seats. We have a hard internship period. A majority of us remain in the emergency duty for days together. We do not have a dummy internship system. Besides, we also have to prepare for MD and/MS exams,” they added.

A day after the counselling was called off, a batch of MBBS students of the GMCH-32 welcomed the move and thanked the authorities for making an effort to safeguard the future of students of the medical college.

The contention

There are a total of 125 seats for masters in the GMCH-32, out of which, 63 seats fall under the all-India quota and 62 seats are for those who have passed their MBBS from institutions in Chandigarh. Chandigarh has just one medical college, so barring 15 per cent reserved seats for SCs, all 62 seats go to the candidates from the GMCH.

Dr Chahat Bhatia who has done her MBBS degree from a medical college in Punjab, had moved the High Court submitting that no institute could claim more than 25 per cent quota.

Another student who has done her MBBS from Punjab said institutional preference in any state remained 25 per cent, but in the GMCH-32, the institutional preference was 100 per cent, which was complete violation of law.

“We are also residents of Chandigarh. Why we are being denied the facilities being offered by the UT. The court has rightly stated that the medical institute should give due preference to residents of Chandigarh who have done MBBS from other states,” she added.


Double domicile root cause of problem

The immediate contention is among students of Chandigarh who have done their MBBS degree from colleges outside Chandigarh and are vying for MD/MS course in the GMCH-32, Chandigarh. The students stated that while those who are pursuing their MBBS from elsewhere could pursue their master’s degree from medical colleges of their respective states, there was no such provision for students pursuing their MBBS from the GMCH-32.
