The CBSE will now focus on five domains, including school curriculum design and teacher development, before affiliation is granted to schools.

Last year, when the board released the revised affiliation bye-laws, it clearly stated that periodic inspection was mandatory for granting and extending affiliation to schools. The bye-laws also mentioned that inspection will be based upon outcome-based methodology for making the process more academic-oriented.

The outcome-based monitoring at various levels is not only academic but also includes other aspects of school life such as physical, health, social and emotional growth of learners.

The quality framework designed by the board suggests assessing schools on five domains — school governance: leadership and management; curriculum design; school life; teacher development; and enabling resources.

The school governance domain will see whether pedagogical practices are undertaken to improve the teaching-learning processes. The enabling resources domain will check for the availability of smart classrooms, library resources and physical spaces. Under the curriculum domain, the curriculum of school must be in alignment with national policies and CBSE guidelines. School must also have annual and term-wise written curriculum plans for all subjects.

The appraisal procedure

Each of the domains or sub-domains in the framework has been divided into a number of elements. The number of elements corresponds to the weightage given to each domain or sub-domain. The total number of elements in the framework adds up to 100.

Three-point rating scale (from 0 to two) for each domain or sub-domain has been developed. Each domain has to be evaluated by the inspection committee and the marks allocated have to be corroborated with the available evidence.

The inspection committee will also give qualitative remarks, which will be feedback for schools. The range of marks obtained will be between 0 and 200.

Conditions for affiliation

To obtain the CBSE affiliation, schools will have to secure at least 100 marks or more (out of possible 200). Besides, the minimum marks in the domain of school life must be 50 (out of possible 100). The last and most important thing for affiliation is that no domain or sub-domain should get a score of 0.
