Drunk on duty: HC upholds conviction of 2 Chandigarh cops in 20-year-old case

The Punjab and Haryana High Court dismissed a revision petition filed by two Chandigarh Police officers convicted in a 20-year-old case under the Excise Act. The FIR was registered on January 30, 2003, at the Sector 11 police station after the officers were caught drunk on duty.

The police registered the case based on a complaint by DSP Om Parkash, who reported that the officers, head constable Rajinder Singh and constable Harvant Singh, were under the influence of liquor while on duty. A glass and a bottle of liquor were recovered from their vehicle.

The trial court convicted the officers under Section 68 of the Excise Act on January 14, 2006. They were released on probation under the Probation of Offenders Act, with a bond of Rs 10,000 each and costs of Rs 500 each. Their appeal was dismissed by the session court, leading to a revision petition in the high court.

Justice Surya Partap Singh dismissed the petition, stating that no justified ground for interference was made out, and the petition was devoid of merit.
