NGT issues notice to Administration on ‘environmental violations’ in Bulk Market project in Chandigarh

In a significant development concerning environmental governance in Chandigarh, the National Green Tribunal (NGT) has taken cognisance of alleged violations in the Bulk Market Project proposed at Sector 56, Chandigarh.

The matter arises out of Application No. 158/2026 filed by RTI activist Dr Rajinder K Singla against the Chandigarh Administration.

The application highlights serious environmental concerns regarding the Bulk Market Project which spans approximately 44 acres, comprising 191 one-kanal commercial plots and 48 booth sites. The project allegedly falls under Item 8(a)/8(b) of the EIA Notification, 2006, requiring prior Environmental Clearance (EC).

No environmental clearance (EC), consent to establish (CTE), or consent to operate (CTO) has reportedly been obtained. Around 332 trees have allegedly been cut during preparatory activities without mandatory approvals. No environmental impact assessment (EIA) study, public consultation, or statutory appraisal process has been conducted.

The plea asserts that the ongoing project violates key environmental safeguards, including the precautionary principle, the principle of sustainable development and the public trust doctrine, thereby infringing the fundamental right to a clean and healthy environment under Article 21 of the Constitution of India.

Seeking urgent intervention from the Tribunal, the applicant sought direction for a comprehensive EIA, restoration measures for ecological damage caused and imposition of environmental compensation under the polluter pays principle.
