The Registrar, Panjab University, has issued an order asking faculty members to not meet any minister and not even the Chancellor, (the Vice-President of India), in connection with any official work without the permission of the Vice-Chancellor.
“No member of the staff of the university shall see the Chancellor of the university or a minister of any government, with which the university deals, in connection with any official work, except the permission of the Vice-Chancellor. If a member of the staff wishes to address any official communication to any of them (minister or chancellor), it must be sent through the Vice-Chancellor,” read the orders.
The order has been circulated among all departments and affiliated centres of the university. Further, it has been mentioned: “Any member of the staff wishes to address any official communication to the Chancellor, he/she is advised to adhere this (above mentioned) rule.”
“It has been issued as per Rule 1, page 69, of Panjab University Calendar Volume III,” said an official.
Meanwhile, Panjab University cleared that the order has been issued following protocol. “As per protocol no one can approach directly to Chancellor. Order doesn’t stop anyone, but it should go through proper channel,” stated Prof Kashmir Singh, secretary to Panjab University Vice-Chancellor.
The order has spread like a fire among the Panjab University teaching fraternity. “The order has come at the time, when some staff members are approaching the Chancellor directly in anticipation of change in university’s status to a Central University or regarding implementation of the UGC pay scales,” said an official.
Recently, the ongoing issue to hike fee, merger of six departments and closure of the Nuclear Medicine Department are being highlighted by various groups at several platforms.
