Panjab University’s affiliation committee on Tuesday overruled the inspection committee report and cancelled affiliation to DAV Institute of Management, Sector 10 (for 2018-19) for the first year.

The committee not only defied their directions by admitting students, but also pointed out a series of lapses. It also did not grant affiliation to BBA-I semester and BCA-I semester (for 2018-19) at Post Graduate Government College, Sector 46, Chandigarh.

Chandigarh Tribune had highlighted the issue of DAV Institute of Management in its report, ‘Despite lapses, PU panel grants affiliation to DAV mgmt institute’, published on August 28. 

It was in regard to the recommendation of inspection panel, which was overruled in the affiliation committee meeting on Tuesday. The affiliation committee pointed out that it was mentioned in the inspection report: “Contrary to the earlier survey committee report (July 11, 2017), this committee could not find three computer labs, seminar hall, examination control room, tutorial room, stationary store, training and placement office, first aid/sick room as mentioned in the survey report.” 

On July 17, the PU told DAV Institute of Management not to admit students. But from July 18 to August 31, 16 students were admitted. Last year, when temporary affiliation was granted, the institute was told that the admission had to be made on the basis of CAT score only. But when the inspection committee went on August 21, the institute informed that they had admitted students on the basis of MET 2017-18 as sufficient students with CAT score were not available. 

The inspection committee was not satisfied with the explanation and strongly objected to admitting students without CAT. 

Now, the students who were admitted last year will not suffer, but those admitted after July 17, 2018, will face the consequences. 

Lapses

The institute does not have a Director. Though the DAV Management had appointed one, the selected person did not join. 

One professor on a regular basis is required to be appointed. The institute was asked to appoint one associate professor and three assistant professors, instead of four on a regular basis. 

“As per the appointment letter given to the selected associate/assistant professors, the pay is not as per the UGC/PU Norms,” said the inspection report. “Although, classrooms have been furnished, but they still need to be converted into smart classrooms,” added the report. 

The institute, as per a Syndicate decision, must have a separate master plan of the land allotted to DAV College, Sector 10, Chandigarh. The same was not provided to the committee. 

“Important journals essential for MBA like accounting review, journal of finance, journal of marketing and HR journal have not been subscribed to. Further, the institute has not created a database of case studies,” said the report.

Case of PGGC-46

Post Graduate Government College (PGGC), Sector 46, admitted students for the first and third semesters of BBA and BCA, but applied for affiliation after that. A member of the affiliation committee said it was quite brazen on the part of the college that they applied in August 2018 for affiliation, whereas, they should have applied for it by October 31, 2017. There are 40 students in BBA-I semester and 40 in BCA-I semester, who will be left in lurch now. 

Prof JK Sehgal, Principal, said: “I joined in November 2017. It was the duty of my predecessor to apply for the affiliation which he didn’t. We will take up the issue when we are informed formally.”
