This refers to a news report, “Don’t honk on hospital premises”, published in Chandigarh Tribune on December 5. It’s good that the Chandigarh Traffic Police will challan motorists who unnecessarily keep honking inside the hospital areas. In fact a diameter of at least one kilometre of the hospital should be made “no-honking zone”. Patients get disturbed and hospital employees get irritated as honking disturbs their concentration. The fine should be doubled.

Apply rule on universal basis
It is satisfying to learn that the UT Traffic Police will issue challan to motorists found needlessly honking inside the hospital premises in the city from December 5 onwards. Violators will now be levied a fine of Rs 1,000 for the first offence and a fine of Rs 2,000 will be imposed on them for second or subsequent offence as per the extant provisions of Section 190 (2) of the Motor Vehicles Act, 1988. While such a well-meaning action plan should be extended to the entire tricity, it is also genuinely wished that this rule is applied on some universal basis without any “exception” whatsoever which obviously includes “blaring of the sirens” during VIP movements at these honk-free places.
