HSVP seals showroom in Panchkula, owners oppose move, tenants cry foul

PANCHKULA: High drama was witnessed after the Haryana Shehri Vikas Pradhikaran (HSVP) sealed a showroom in Sector 14, Panchkula.

High drama was witnessed after the Haryana Shehri Vikas Pradhikaran (HSVP) sealed a showroom in Sector 14, Panchkula.

The owner kept on demanding the court order while the order shown by the authority concerned did not mention the showroom number.

The tenants said neither the owners nor the HSVP served them a notice to vacate the showroom. They said most of their goods have been sealed by the HSVP.

Owner Subash Chander, Ashok Kumar and Amit Kumar, had purchased the showroom no. 267 in Sector 14, Panchkula, in 2011 for Rs 13.79 crore. They constructed basement and three floors on the plot at a cost of Rs 2 crore after paying Rs 3.44 crore. As the market remained undeveloped, the owners surrendered the showroom to the HSVP, besides submitting an affidavit urging the estate agency to return the amount spent on its construction after an evaluation.

However, the HSVP failed to seal the showroom and the same remained under the possession of the owners till February 2014.

On January 31, 2014 the Deputy Superintendent and Chief Administrator, HSVP, had ordered inquiry into the matter and had also asked the owners to remove the structures.

On February 18, 2014 the HSVP had made a payment of Rs 1.86 crore through a cheque to the applicant for surrendering the showroom, but did not paid the construction cost. The applicant had raised the objection and the estate agency had assured that possession of the property would not be taken back before the valuation of the construction cost.

On December 20, 2016 the authorities had tried to get the SCO vacated, but the move was aborted. The owners had filed a petition in the court against the estate agency for trying to take possession of the SCO without getting valuation done.

The officials said that they had received the court orders for getting the SCO vacated a few days ago and a notice was given to the owners.

Anurag, a tenant said they asked for a court order from the HSVP and the owners, but none showed them the orders.
