Sub-contractor booked for disrupting Haryana RERA court proceedings

The police have booked one Vineet Handa for disrupting the court proceedings in the Haryana Real Estate Regulatory Authority (RERA) at Mini Secretariat here on Monday.

RP Gupta, Executive Director, RERA, in a complaint to the police said a weekly meeting was organised on February 18 and after finishing the routine agenda items, the authority reached item no. 42.8 with regard to the registration of a real estate project of Dhingra Jardine Infrastructure Pvt Ltd, an applicant.

He said Manveer Singh Oberoi, power of attorney holder of deceased director of the company, said the authority that Binod Jha, who had signed the application for the registration of the project on behalf of the applicant developer company Dhingra Jardine Pvt Ltd, was currently absconding. Manveer said he being attorney holder of the company, along with other allottees, who had since formed an association under the name and style of ‘California Country - Flat Buyers Welfare Association’ were interested in registration of the project. He showed the documents designating him as attorney holder of Dhingra Jardine Pvt Ltd and emphasised on registration of the project so that the allottees could get loan for the project and the project could be delivered.

Gupta said after preliminary examination of the documents, the authority observed that Manveer should either produce the authentic copy of valid resolution of the promoter company or in the alternative Flat Owners Association may file a fresh application for registration of the project after seeking formal approval for taking over the project and complete the balance work under Section 8 of the RERA Act.

He said one of the individuals identified by the allottees as Vineet Handa, started misbehaving with the court and insisted for granting registration on the basis of the application filed by the absconding director Binod Jha. When the authority explained to him that registration could not be granted on the application of the absconding director, Handa tried to provoke the other allottees present during the court proceedings.

He used abusive language and was, therefore, asked to leave the court. Later, it transpired that Handa was neither representative of the applicant company nor an allottee and they came to know that he was a sub-contractor. He said the court could not continue with its further proceedings and had to adjourn the further proceedings to the next date. He said a case should be registered against Handa under the provisions of the Real Estate Regulation and Development Act, 2016.

The Sector 5 police station has registered a case under Sections 186, 353, 509, 109, 500 of the IPC and further investigations in the case were on.

Misbehaved with court
