Board clears Delhi Khadi Kaushal Vikas Yojana

Move aims to empower more than 16,000 artisans

The Delhi Khadi and Village Industries Board (DKVIB) has passed a resolution to implement the Delhi Khadi Kaushal Vikas Yojana, a major skill development initiative aimed at empowering more than 16,000 artisans in the national capital.The decision was taken during the 55th board meeting held under the chairmanship of Industries Minister and DKVIB chairperson Manjinder Singh Sirsa. The scheme had earlier been approved by the Delhi Cabinet and will be implemented during financial years 2025-26 and 2026-27.

Addressing the Board, Manjinder Singh Sirsa said, “The Delhi Khadi Kaushal Vikas Yojana is a comprehensive empowerment initiative. By combining skill development, financial support, tool kits and digital market access through the e-catalogue, we are ensuring that our artisans become self-reliant entrepreneurs. This scheme will bring dignity, sustainable income and long-term economic security to more than 16,000 families in Delhi.”

The programme will provide structured skill training to beneficiaries who have been residents of Delhi for at least five years. It will cover trades such as recognition of prior learning (RPL), merchandiser, documentation executive, IT help desk attendant, self-employed tailor, pattern master and fashion clothing production, aimed at boosting employability and promoting self-employment in the Khadi and village industries sector.

Officials described the initiative as a milestone for the Board. For the first time since the enactment of the DKVIB Act, 1983, structured skill training is being implemented under its statutory mandate. In its 43-year history, this is the first comprehensive skilling programme undertaken in line with Section 14 of the Act.

Under the scheme, beneficiaries will receive structured training along with a stipend of Rs 400 per day during the training period. Food will be provided during sessions, and free tool kits will be distributed to support self-employment and entrepreneurship.

A key feature of the scheme is the introduction of an e-catalogue platform. Each trained artisan will be given access to the digital catalogue, a first-of-its-kind initiative among State Khadi Boards, to enhance product visibility, improve market access, and boost sales.

The scheme will be implemented by the DKVIB to ensure transparency, effective execution and measurable impact.
