CM orders strict enforcement of safety norms at excavation sites
Issues eight-point safety framework for all departments
Delhi Chief Minister Rekha Gupta on Saturday took a strong view of the fatal accident in Janakpuri, where a man died after falling into an open pit, and directed all departments to strictly enforce safety norms at excavation sites across the Capital.
Ordering time-bound action, the Chief Minister asked all departments to submit a consolidated report on ongoing and recently completed digging and excavation sites within three days. The directive comes amid growing concerns over unsafe construction practices and inadequate barricading on roads and footpaths.
Following her instructions, the Chief Secretary issued an office memorandum outlining an eight-point safety framework that must be implemented without exception by all government departments and executing agencies, including PWD, DJB, MCD, NDMC, I&FC and power distribution companies.
“The Chief Minister has taken a very serious view of the Janakpuri incident. Loss of life due to negligence is unacceptable and public safety cannot be compromised. Accountability will be fixed wherever lapses are found,” a government statement said.
As per the directive, all excavation sites must display clear and adequate warning signage in advance from all directions. Reflector lights, blinkers and luminous tapes have been made mandatory, especially at night and in low-visibility conditions. Strong, continuous barricading must fully secure work sites, ensuring that no open digging or excavated material is visible to passersby or causes dust pollution.
Departments have also been told to create safe pedestrian pathways and coordinate with the traffic police for proper diversion arrangements wherever required. Engineers-in-charge and field officers have been directed to conduct regular inspections and ensure compliance throughout the project duration.
In addition, all departments must immediately review their work sites and submit details of location, safety measures and corrective steps taken to the Chief Secretary within three days.
The Chief Minister warned that any violation or laxity would invite strict disciplinary action against responsible officers and contractors, apart from legal proceedings in case of accidents.
