Delhi ends annual licence renewals in legal metrology

The move removes the long-standing requirement of annual renewals, significantly easing compliance for businesses across the Capital.
The reform has been implemented through amendments to the Delhi Legal Metrology (Enforcement) Rules, 2011, as part of the government’s “Deregulation Exercise 2.0,” which focuses on reducing regulatory burden and simplifying processes.
Until now, businesses operating under the Legal Metrology Act, 2009, were required to renew their licences every year before December 31 to avoid penalties. Renewal applications had to be submitted online through government portals such as the Delhi e-Governance Society or SWS Delhi, with annual fees of Rs 100 for dealers and Rs 500 for manufacturers. This recurring requirement often added to compliance costs and administrative workload for businesses.
With the new system in place, licences issued upon payment of the prescribed fee will remain valid indefinitely unless suspended or cancelled by the competent authority. The reform is expected to bring greater certainty, reduce paperwork, and save time for enterprises.
Industries and Food Supplies Minister Manjinder Singh Sirsa described the move as a significant step toward a more business-friendly environment. He said: “This is a decisive reform to make Delhi’s regulatory environment simpler, faster and more business-friendly. By reducing avoidable compliance and replacing repetitive approvals with trust-based systems, the government is creating real ease for enterprises on the ground.”
The updated framework also eliminates the need for mandatory physical site inspections prior to licence approval, allowing businesses to obtain licences through a self-declaration process. Officials say this will reduce delays and procedural bottlenecks while minimising direct interface with authorities.
Emphasising the broader governance shift, Sirsa said: “Delhi is moving towards a governance model that is reform-driven, trust-based and responsive to the needs of industry. Honest businesses should not be weighed down by repetitive and avoidable procedures.”
Currently, the Weights & Measures Department supports over 600 active businesses in Delhi, including 154 manufacturers, 421 dealers and 24 repairers. The reforms also include necessary updates to forms, schedules, and registers to align the entire licensing framework with the simplified system. Highlighting the intent behind the changes, the minister said, “The objective is to reduce friction, improve trust and build a regulatory system that supports growth while retaining accountability.”
The initiative aligns with the Centre’s broader vision of economic growth and ease of doing business under Prime Minister Narendra Modi. Referring to this, Sirsa said, “By shedding redundant processes and embracing a digital first approach, we are creating a hassle-free ecosystem for our entrepreneurs. This is a vital step toward achieving the Viksit Dilli. The Delhi Government is also set to launch a dedicated mobile application soon, which will further streamline licensing and verification services through a seamless, transparent, and digital first platform.
