Delhi EV Policy 2026: Rs 3,954 crore push for electric vehicles, major incentives and mandatory shift planned

The Delhi government has proposed an ambitious Draft Delhi EV Policy 2026, earmarking Rs 3,954.25 crore to accelerate the adoption of electric vehicles (EVs), expand charging infrastructure, and transition the capital towards cleaner, sustainable transport system.

Announcing the proposal, Chief Minister Rekha Gupta said the policy, set to remain in force till March 31, 2030, focuses on financial incentives, tax exemptions, and mandatory electrification targets to reduce vehicular pollution.

Under the policy, purchase incentives will be provided through Direct Benefit Transfer (DBT) to individuals and entities registered in Delhi. Electric two-wheelers priced up to Rs 2.25 lakh will receive incentives ranging from Rs 10,000 per kWh (up to Rs 30,000 in the first year) to Rs 3,300 per kWh (up to Rs 10,000 in the third year).

Electric three-wheelers (L5M category) will get incentives of Rs 50,000 in the first year, Rs 40,000 in the second, and Rs 30,000 in the third year. For electric four-wheeler goods vehicles (N1 category), incentives will range from Rs 1 lakh to Rs 50,000 over three years.

To eliminate polluting vehicles, the policy offers scrapping incentives of Rs 10,000 for two-wheelers, Rs 25,000 for three-wheelers, Rs 1 lakh for electric cars, and Rs 50,000 for goods vehicles. These benefits will apply to BS-IV and older vehicles, provided a new EV is purchased within six months of scrapping.

The policy proposes 100% exemption on road tax and registration fees for all EVs registered in Delhi during the policy period. Electric cars priced up to Rs 30 lakh will receive full exemption, while strong hybrid vehicles will get 50% relief.

In a major shift, only electric three-wheelers will be allowed for new registrations from January 1, 2027, and only electric two-wheelers from April 1, 2028.

To support EV growth, Delhi Transco Limited will act as the nodal agency for planning and implementing charging and battery-swapping infrastructure. A dedicated digital portal will streamline approvals and monitoring, with coordination across multiple government departments.

The policy mandates phased electrification of school buses, with 30% to be electric by 2030. All new vehicles hired by the Delhi government will be electric, except in special cases. Additionally, new inter-state buses under the Delhi Transport Corporation will also be electric.

Of the total Rs 3,954.25 crore outlay, Rs 1,236.25 crore is allocated for purchase incentives, Rs 1,718 crore for scrapping incentives, and Rs 1,000 crore for charging infrastructure. An EV Fund will be created, supported by budgetary allocations, environmental charges, and central schemes.

A high-level EV Apex Committee, chaired by the Transport Minister, will oversee implementation and fund management.

Officials said that the draft policy has been uploaded on the official website of the Transport Department, GNCTD, inviting suggestions and comments from stakeholders and citizens within 30 days, until May 10, 2026. Feedback can be submitted via email at evpolicy2026@gmail.com or sent by post to the Joint Commissioner (EV), Transport Department, GNCTD. Officials clarified that representations received after the deadline will not be considered.
