The event, held at the Assembly premises, aimed to give young aspirants firsthand insight into the workings of a democratic legislature and the responsibilities of public service.

Welcoming Cohort IX of IIDL, Gupta stressed that the strength of a democracy relies not only on laws but also on the ethical grounding of those who serve. “The India of tomorrow depends on leaders who place the nation above self and duty above convenience,” he said. He urged students to approach governance with integrity, humility, and a commitment to inclusive development, adding that a developed India requires leaders capable of making informed, transparent, and people-centric decisions.

During his keynote, Gupta elaborated on the Assembly’s transformation into a model of modern governance. He outlined initiatives such as the fully paperless, solar-powered “green legislature” via the National e-Vidhan Application (NeVA) and announced plans to convert the Assembly into a Heritage Site to foster public engagement. He also discussed his proposal for a National Legislative Index (NLI) to evaluate legislator performance, describing it as a step toward accountability and strengthening democratic institutions.

The interaction offered students an in-depth look at legislative deliberations, where debate and scrutiny form the backbone of governance. “Discipline and mutual respect within the House are fundamental to strengthening the democratic fabric of the country,” Gupta remarked, encouraging young leaders to balance technological and economic advancement with human sensitivity and ethical leadership.
