In a major boost for traditional artisans and unorganised sector workers, the Rekha Gupta-led Delhi Government has approved the Chief Minister Skill Development Scheme. The initiative is aimed at equipping artisans with modern skills, financial support and direct access to national and global markets.
The decision received a nod at a recent Cabinet meeting chaired by CM Gupta. The scheme targets artisans associated with khadi, handloom, cottage industries and other traditional occupations, with a focus on integrating their skills into the modern digital economy.
Announcing the initiative, the CM highlighted the importance of preserving craftsmanship while enabling growth. “This is not just a scheme, but the beginning of a self-reliant future for our artisans,” said Gupta, adding that changing times demanded modern training and market access to ensure sustainable livelihoods.
The scheme will be implemented by the Delhi Khadi and Village Industries Board (DKVIB). During 2025–26, 3,728 beneficiaries will be trained with an approved outlay of Rs 8.95 crore. For 2026–27, the government is considering a proposed allocation of Rs 57.5 crore to scale up the programme.
Under the scheme, beneficiaries will undergo 12 days (96 hours) of structured training, including a two-day Entrepreneurship Development Programme. Each participant will receive a stipend of Rs 4,800 as well as meal support and essential toolkits. A key component of the training would be digital onboarding, with artisans ecatalogues being uploaded on the ONDC platform to enable wider market reach.
The scheme also includes Recognition of Prior Learning (RPL) to certify existing skills, along with support for MSME registration, branding and access to credit. Industries Minister Manjinder Singh Sirsa said the initiative is focused on empowerment and dignity. “This initiative will give thousands of families a chance to become self-reliant,” he said.
