Gurugram worst performer in Haryana's SIR drive, posh Badshahpur drags it down
Data shows Badshahpur's Enumeration Forms were distributed to only 96.35% of its 5.41 lakh electors
Gurugram, Haryana’s most-touted “millennium city,” has emerged as the worst-performing district in the state’s ongoing Special Intensive Revision (SIR) of electoral rolls, with district data showing only 92.44 per cent completion the lowest of all 22 districts and 1.17 lakh electors still pending as of Tuesday, accounting for nearly half the state’s total backlog.
Driving this is Badshahpur, arguably Haryana’s most upmarket Assembly constituency, home to gated condominiums such as Camellia and Magnolias where flats are valued upward of Rs 100 crore. Data shows Badshahpur’s Enumeration Forms (EFs) were distributed to only 96.35 per cent of its 5.41 lakh electors the only constituency in Haryana where distribution itself has not touched 100 per cent while just 61.02 per cent of forms have been digitised, leaving 90,229 electors pending, the highest of any constituency in the state.
Officials attribute this to a peculiar form of urban apathy. Booth Level Officers (BLOs) deployed in Badshahpur’s gated societies report residents are frequently unavailable, with many reportedly abroad or unreachable despite repeat visits. In several cases, forms distributed to households have simply not been returned, officials said.
The local Sub-Divisional Magistrate has reportedly been personally visiting colonies to urge residents to comply, while senior Election Commission of India (ECI) teams have also visited posh residential pockets to sensitise voters about their SIR obligations, according to officials familiar with the exercise. Despite this outreach, response has remained tepid, they said.
“It’s worst form of urban apathy. The most educated and aware lot is not realising importance of SIR because they think they have nothing to lose. We have stretched our limits while trying to achieve the enumeration goals. From getting BLO’s the access to societies to distribution and now getting forms back it become a Herculean task," said SDM Badshahpur Sanjeev Singla.
Senior officials are now said to be weighing whether some form of penalty or linkage potentially tying SIR compliance to passport services or property registration may be needed to compel participation in constituencies like Badshahpur, where the electorate has largely shown reluctance to engage with the process.
The neighbouring Gurgaon Assembly constituency fares only marginally better, with 94.94 per cent completion and 22,783 electors still pending — still among the worst in the state. Together, Badshahpur and Gurgaon account for over 1.13 lakh pending electors, nearly 47 per cent of Haryana’s total SIR backlog of 2.41 lakh.
By contrast, districts such as Fatehabad (99.99% complete) and Charkhi Dadri (100% complete) have posted near-total compliance, underscoring the disproportionate lag concentrated in Gurugram’s most affluent, high-migration pockets — even as officials scramble to close the gap before the exercise’s final deadline.
