6 mobile skill labs to be set up for rural youth in Haryana

In a major push to strengthen employability and entrepreneurship among youth, the Haryana Government has announced to establish six mobile skill laboratories at a cost of Rs 6 crore to deliver training in rural and remote areas. These labs will offer courses in EV maintenance, solar energy, electronics repair and digital services.

Chief Minister Nayab Singh Saini proposed to increase the allocation of the Department of Youth Empowerment and Entrepreneurship from the revised estimate of Rs 1,603.75 crore in 2025-26 to Rs 2,200.63 crore in 2026-27 with a substantial rise of 37.22%.

To train youth to become entrepreneurs, three State Entrepreneurship Development Institutes will be established at a cost of Rs 60 crore. Each such institute will have the capacity to train 1,000 youth in entrepreneurship per year. In these institutes, 30% seats will be reserved for women.

To support youth from Antyodaya families, the government will launch the Mukhyamantri Apprenticeship Promotion Scheme, providing an additional Rs 1,500 per month during apprenticeship over and above the existing stipend. Under the Dual System of Training (DST), students will also receive Rs 2,000 per month as additional assistance.

In a significant move aimed at women’s economic empowerment, a Pink Cab scheme will be introduced. Women will receive driving training and interest-free loans of up to Rs 10 lakh to purchase electric vehicles, accelerating the goal of creating ‘Lakhpati Didis’.

Skill training will also be expanded in schools, with ITI instructors imparting practical training to government secondary students. New programmes in Artificial Intelligence, renewable energy and advanced manufacturing will be launched in 2026-27.

To bridge the industry-academia gap, three-four month bridge courses will be started at Shri Vishwakarma Skill University in Palwal, while district topper students of all ITIs will receive free advanced training.

Additionally, ITI clusters under the PM-SETU scheme will be set up in Sonepat and Kurukshetra at a cost of Rs 241 crore. Five new youth hostels, a State Skill Faculty Training and Research Centre, and three State Entrepreneurship Development Institutes will also be established. The hostels will be constructed in Karnal, Hisar, Rohtak, Gurugram, and Palwal at a cost of Rs 50 crore.

A modern state skill faculty training and research centre will also be set up at a cost of Rs 50 crore.
