Haryana CM Nayab Saini pushes rainwater harvesting ahead of monsoon

Announces cameras on sweeping machines, uniforms for sanitation workers

Haryana Chief Minister Nayab Singh Saini on Monday directed officials to identify suitable locations for installing water harvesting systems across the state and ensure their implementation in all government departments.

Chairing a meeting of the Urban Local Bodies Department, the Chief Minister said waterlogging during the rainy season remains a recurring issue and stressed the need for advance planning. “Concrete arrangements should be made in advance to address the problem,” he said.

Reviewing pre-monsoon preparedness, including drain cleaning, water drainage and sanitation, Saini asked officials to identify areas facing persistent drainage issues and adopt alternative solutions. He emphasised exploring the installation of water harvesting systems at such sites to promote rainwater conservation and reduce waterlogging.

He also directed officials to prepare comprehensive and updated data on water harvesting infrastructure, including existing installations, their functionality, and locations where new systems are required. “These systems should be effectively implemented across all government departments… where these systems have not yet been installed, it should be set up on a priority basis, especially in waterlogging-prone areas,” he said.

On sanitation, officials informed that modern technologies such as radio frequency identification (RFID) are being used for door-to-door garbage collection to improve monitoring and transparency. The Chief Minister also reviewed the GPS-based waste collection system and asked for strict monitoring of its implementation.

To further strengthen oversight, Saini approved installation of four cameras on each sweeping machine — one facing forward, one on top, one below and one at the rear. Officials said non-functional sensors during operations would invite strict action, adding that payment to agencies would be withheld in such cases.

Agencies will also be required to submit video footage of their work along with monthly bills, if needed, for verification. A penalty of Rs 1,250 per hour has been introduced to ensure accountability and prevent negligence.

Focusing on the welfare of sanitation workers, the CM said they should be provided uniforms, shoes and essential safety equipment. “Special attention should be given to the safety and convenience of Safai Karmcharis so that they can perform their duties effectively,” he said, directing implementation of a uniform dress code across the state.
