Haryana CM Nayab Saini unveils Rs 35.5 crore Anti-Terrorist Squad

Chief Minister Nayab Singh Saini announced the creation of an Anti-Terrorist Squad (ATS) in Haryana on Monday. The move follows the busting of a sophisticated terror module involving doctors at Al-Falah University in Faridabad last year.

Presenting the state budget, Saini allocated Rs 35.5 crore for the ATS.

The squad will be constituted under an officer of the rank of Inspector General of Police. One ATS police station will be established in Gurugram and another in Panchkula. "Provision will also be made to include women commandos," Saini said.

Earlier, intelligence gathering on terrorist activity in Haryana Police was with the CID. But now, the ATS will conduct operations, investigations and intelligence gathering.

As similar units are functional in Delhi, Punjab, Uttar Pradesh, and Jammu and Kashmir, former Haryana DGP OP Singh had fast-tracked the formation of the ATS and the government had granted in-principle approval.

Body cameras for cops

The CM said all police personnel on road duties would receive body-worn cameras over the next three years. "I propose procuring 5,000 such cameras next year. All on-duty activities will be recorded," he added.

Brave officers confronting criminals will receive out-of-turn promotions, while those guilty of misconduct or negligence face exemplary punishment.

Saini announced 20 per cent reservation in Haryana Police recruitment for Agniveers. Additionally, 1,300 Agniveers will be specially recruited next year.

Seven new women police stations at Loharu, Barwala, Narwana, Samalkha, Meham, Radaur, and Pehowa will be set up. To effectively address cybercrimes, Saini announced the establishment of three new Cyber Crime Police Stations in Sonipat, Gohana and Bahadurgarh.

Jails upgrades

New district jails are planned for Fatehabad, Charkhi Dadri and Panchkula, plus a high-security jail in Rohtak. "All jails will have modern technical equipment to prevent criminals contacting outside associates. Body-worn cameras will be purchased for jail wardens on duty to monitor all activities in the jails,” he added.

Petrol pumps will open in eight jails: Bhiwani, Narnaul, Jind, Gurugram, Rewari, Fatehabad, Charkhi Dadri, and Jhajjar, generating revenue for the department.

Saini announced Rs 8,475 crore for the Home Department for 2026-27, a 7.21 per cent increase over the revised estimates for 2025-26.
