Cong urges CM to resolve ‘issues’ in paperless registration portal

A Congress delegation, led by senior leader KV Singh, on Tuesday submitted a memorandum via the Dabwali SDM to Chief Minister Nayab Singh Saini, demanding immediate action to resolve “issues” in Haryana’s new e-registration portal, and to reopen suspended property registrations across the state.

Singh said the state government launched the e-registration system to make land registration paperless, but instead of helping citizens, it had become a major inconvenience. Since the portal’s implementation on November 1, 2025, both online and offline registrations had remained closed, leaving people unable to complete property transactions, he added, saying, even after uploading documents and paying fees, the system failed to process registrations, causing financial loss and mental distress to applicants.

Singh pointed out that the portal currently listed only two relationships under the ‘blood relation’ category: father-child and husband-wife. Relationships such as grandfather-grandson or brother-sister, which were previously accepted for registration, were now absent, he said. He urged the government to include all such relations to avoid “unnecessary” difficulties for the public.

He said technical flaws prevented some property records from being uploaded, especially where ownership details in ‘jamabandi’ (land records) differed from cultivation entries.

The Congress leader said the portal still had multiple shortcomings, which needed thorough testing and improvement.

He urged the government to allow offline registrations until the digital system functioned “smoothly”, ensuring that citizens were not deprived of essential services.
