A meeting was held on Tuesday between the Haryana School Teachers’ Union and the government, under the chairmanship of the Education Minister Mahipal Dhanda. Pending demands, and issues raised by teachers were discussed in the meeting.

Notably, the meeting was scheduled during the teachers’ protest held at the Education Minister’s residence in Panipat on November 8.

Additional Chief Secretary (Education) Vineet Garg, Director (Elementary Education) Vivek Aggarwal and representatives of the Haryana School Teachers’ Union — including state president Prabhu Singh, general secretary Rampal, treasurer Sanjeev Singla, senior vice-president Gurmeet Singh and deputy general secretary Krishan Nain — participated in the meeting.

During the meeting, the Education Minister agreed to amend the 2012 JBT Service Rules, and to issue an official letter regarding compensatory leave for teachers who participated in training camps held during holidays.

Prabhu Singh and Rampal said the Education Minister assured the delegation of the speedy resolution of all assured career progression (ACP) and medical cases that had complete documentation.

The minister also assured the delegation that inter-district transfers of C&V and JBT teachers, along with transfers of all other categories, will be completed before March 31, and all transfers will take effect from April 1.

He said the results of examinations held for transfers in Model Sanskriti and PM Shri Schools would be declared within 15 days.

It was also stated that the authority for sanctioning ACPs and other benefits for C&V teachers would be transferred to the district level within 10–15 days.

The minister added that a letter would be sent to the government the same day regarding the recruitment of sanitation workers.

It was assured that admissions in Hindi-medium courses would be allowed in Model Schools from the next academic session.

The pilot project for online medical reimbursement cases in Sirsa and Gurugram districts was not functioning properly, hence, a letter was issued on Tuesday to process the cases offline.

Regarding the issue of improving and expanding the quality of education, the proposal to delink schools from CBSE and affiliate them with the Bhiwani Board was rejected, and it was clearly stated that the government would not pay CBSE fees. Promotion from Elementary Headmaster to PGT was denied. The government also refused to regularise any category of irregular teachers, according to the union.

The draft of the transfer policy is likely to be issued soon. The remaining demands have been referred to the Additional Chief Secretary and the Director for early discussion and resolution.
