In a drive against the usage of plastic and polythene bags, the Municipal Corporation of Faridabad (MCF) issued 8,209 challans worth Rs 67.84 lakh between July 1, 2022, and June 30 this year, claim sources in the civic body.

Only Rs 15L recovered

  • A member of a local NGO claims polythene bags and plastic waste constitute around 60-70% of the garbage dumped in the dustbins or gets accumulated at the disposal points of drains.
  • The authorities have been able to recover a penalty of only Rs 15.35 lakh.
  • Shortage of staff and issues connected with the legal process are reported to be the major reasons behind the low rate of recovery.
  • Residents blame the lack of consistency on the part of the authorities regarding the implementation of the ban.

As many as 3,860 challans, which are the highest so far, were issued in the second half of 2022, while only 584 challans were issued between January 1 and June 30 this year. Although the notification was issued in 2013, no challan was issued in 2014- 15 and 2015- 2016.

The authorities issued challans worth Rs 31.62 lakh in 2023. However, they could only manage Rs 7.57 lakh this year as no challan was issued amid the poll process in June this year. Besides, a fine of Rs 28.63 lakh was imposed between July and December 2022, according to the MC officials.

Meanwhile, the authorities have only recovered a penalty of around Rs 15.35 lakh during the period. Shortage of staff and issues connected with the legal process are reported to be the major reasons behind the low rate of recovery, said an official on condition of anonymity.

“While the fear of challans has forced many retailers, including shopkeepers and showroom owners to switch over to cloth bags and other disposable material, the problem is far from being over due to the lack of consistency on the part of the authorities regarding the implementation of the ban,” said AK Gaur, who is associated with an NGO, Faridabad Action Group.

Gaur said polythene and plastic waste constitute around 60-70 per cent of the garbage dumped in the dustbins or gets accumulated at the disposal points of drains.

Ravi Dubey of the People for Animals Trust said a large number of stray animals were getting sick after consuming polythene bags from the waste dumped in the open.

With the Municipal Corporation of Faridabad as the nodal agency, the state government’s notification has also authorised officials like the deputy commissioner (DC), ADC, SDM, city magistrate, DDPO and the district food and supplies controller, etc to issue challans, for which the fine ranges between Rs 500 to Rs 25,000 for each violation.

Gaurav Antil, Additional Commissioner, Municipal Corporation, Faridabad, said efforts were on to make the drive a success.
