Haryana Budget 2026: CM Saini proposes 17 new PHCs, 6 Cath Labs, 18 dialysis units
Aims to strengthen grassroots healthcare in rural areas
Haryana CM Nayab Singh Saini on Monday proposed the establishment of 17 new Primary Health Centres (PHCs) across districts including Faridabad, Gurugram, Mahendragarh, Nuh, Palwal, Rewari, Kurukshetra and Jind while presenting the state Budget, aiming to strengthen grassroots healthcare in rural areas.
The Chief Minister also announced 100 new Health Sub-Centres and Ayushman Arogya Mandirs — the smallest healthcare delivery units — which will provide vaccination, antenatal and postnatal care, and monitoring of communicable and non-communicable diseases.
As part of the expansion, new dialysis centres will be set up at 18 locations, including medical colleges, district hospitals and sub-divisional hospitals. Free dialysis services, launched in October 2024, have already delivered 2.38 lakh sessions across 22 government institutions at a cost of Rs 46.4 crore, Saini said.
To strengthen cardiac care, six new Cath Labs will be established at district hospitals and medical colleges in Yamunanagar, Hisar, Bahadurgarh, Sonipat, Karnal and Bhiwani.
The government has allocated Rs 100 crore to upgrade fire-fighting systems in district hospitals, sub-divisional hospitals and community health centres.
Hospital capacity will also be expanded. District Hospital Faridabad will be upgraded from 200 to 400 beds, while hospitals in Sonipat and Rewari will be expanded to 300 beds each.
Maternal and child health services will be strengthened by increasing the number of First Referral Units providing 24-hour caesarean services from 92 to 100. Special Newborn Care Units will be set up at Hansi, Kalka, Tauru and Ballabgarh.
Emergency response services will be enhanced with the procurement of 70 Advanced Life Support ambulances and 167 Basic Life Support ambulances. Mental health services will also be expanded through the appointment of counsellors at every Community Health Centre.
A dedicated Infrastructure Cell will be created under Haryana Medical Services Corporation Limited to oversee the planning and maintenance of health facilities.
The AYUSH sector will also receive a major boost, including a Rs 135 crore building at Shri Krishna AYUSH University, 25 new dispensaries, infrastructure upgrades at Baba Khetanath Government Ayurvedic College, and AMRIT pharmacies in all 23 district hospitals.
