Haryana Budget: Health sector gets Rs 14,007-cr boost, allocation up 32.89%
17 new primary health centres, 100 sub-centres announced; hospital bed capacity to rise across districts
Chief Minister Nayab Singh Saini on Monday announced a major push for the health sector with an allocation of Rs 14,007.29 crore — a 32.89% increase over Rs 10,539.96 crore earmarked in 2025-26.
The allocation is also significantly higher than the actual expenditure of Rs 9,426.67 crore incurred on health services in 2024-25. The CM said the enhanced outlay would strengthen infrastructure, expand services and improve access to quality healthcare across the state.
He proposed increasing the total allocation for the Departments of Health and Family Welfare, AYUSH, Medical Education and Research, Food and Drug Administration and ESI from Rs 11,507.11 crore (revised estimate 2025-26) to Rs 14,007.29 crore in 2026-27 — an increase of 21.73%.
As part of infrastructure expansion, 17 new primary health centres (PHCs) will be set up across districts including Faridabad, Gurugram, Mahendragarh, Nuh, Palwal, Rewari, Kurukshetra and Jind. Additionally, 100 new health sub-centres and Ayushman Arogya Mandirs will be established to provide vaccination, antenatal and postnatal care, and monitoring of communicable and non-communicable diseases.
Nine PHCs will be upgraded to community health centres (CHCs), while district hospitals in Gurugram, Sonepat and Rewari will see substantial bed expansions. The capacity of district hospitals at Sonepat and Rewari will be increased to 300 beds. Construction of new 400-bed and 300-bed facilities in Gurugram, Rewari and Hisar will begin in 2026-27, along with additional 100-bed and 50-bed buildings at several other locations.
To enhance patient safety, the CM announced a new initiative with an allocation of Rs 100 crore to strengthen fire-fighting systems in district and sub-divisional hospitals and CHCs.
He also outlined plans to equip all district hospitals with modern diagnostic services — CT scans, MRIs, ultrasounds, blood analysers and digital X-rays — within two years. “CT scans have been provided in 18 districts, MRI services in 7 districts, and ultrasound services and blood analysers in all districts. CT scans, MRIs, and digital X-rays will be made available in the remaining districts by June 30 this year,” he said.
In medical education, the first batch of 100 MBBS students has already been admitted at Pandit Neki Ram Sharma Government Medical College, Bhiwani, and Maharishi Chyavan Medical College, Koriwas.
Dialysis services are being expanded with 18 new centres across the state. Free dialysis, launched on October 18, 2024, has already delivered 2.38 lakh sessions across 22 government institutions at a cost of Rs 46.4 crore, the CM said.
Six new cath labs will be set up in Yamunanagar, Hisar, Bahadurgarh, Sonepat, Karnal and Bhiwani. Emergency response services will be strengthened with 70 advanced life support and 167 basic life support ambulances. Mental health services will be expanded through counsellors at every CHC.
The AYUSH sector will also see significant investment, including a Rs 135 crore building at Shri Krishna AYUSH University, 25 new dispensaries and AMRIT pharmacies in all 23 district hospitals. Two new drug testing laboratories will be established in Panchkula and Karnal, along with 28 food testing vans for NCR districts.
