Haryana makes EV charging infrastructure mandatory in new buildings
As per the amendment, electric vehicle charging infrastructure shall be made free from Floor Area Ratio (FAR)
To push for future-ready infrastructure, Town and Country Planning Department (TCPD), Haryana, has amended the Haryana Building Code-2017, making electric vehicle (EV) charging infrastructure mandatory in both residential and non-residential buildings.
As per the amendment, electric vehicle charging infrastructure shall be made free from Floor Area Ratio (FAR). All new and renovated non-residential buildings, such as shopping complexes, malls, hotels, and office spaces, with parking for at least 10 cars, must have at least one electric charging spot for every three parking slots. Such buildings need to be 100 per cent EV-ready with conduits installed for charging points.
Along the same lines, all new and renovated residential buildings, including housing societies run by co-operatives, group housing, and those managed by Residential Welfare Associations (RWAs), with parking space for at least 10 cars, must have at least one electric charging spot for every five parking slots. They also need to be 100 per cent EV-ready with conduits in place.
As per a letter dated June 5, issued by Anurag Agarwal, Additional Chief Secretary, Town and Country Planning Department (TCPD), to the Chief Administrator, Haryana Shehri Vikas Pradhikaran (HSVP); Director, TCPD; Director, Urban Local Bodies Department (ULBD); Chief Administrator, Haryana State Agricultural Marketing Board; and MD, Haryana State Industrial and Infrastructure Development Corporation Ltd (HSIIDC), electric charging spots may be provided in “basement and/or stilt floors, subject to adherence to suitable fire safety and electrical safety norms, to be certified by Fire Department”. Provided that the allocation of electric charging spots with regard to parking spaces, as per norms, shall be disclosed at the time of submission of the application for the grant of the Occupation Certificate.
The letter further said that “in case of existing buildings, if the individual allottee(s) intends to install electrical charging infrastructure for Electric Vehicle(s) in his allocated parking space, then the same may be allowed subject to adherence to suitable electrical safety and fire safety norms, to be certified by the Fire Department as well as the concerned DISCOM”.
