Haryana mandates parking in affordable housing projects

One ECS per unit at 10 per cent of flat cost; allotment rates hiked

The Haryana government has notified amendments to the Affordable Housing Policy-2013, under which mandatory parking space shall be provided.

The mandatory parking space to be provided by the coloniser will be at the rate of one Equivalent Car Space (ECS) per dwelling unit, at 10 per cent of the flat’s cost. The balance available parking space, if any, beyond the allocated parking sites, can be earmarked as free visitor car parking space or two-wheeler parking space.

The parking slots for each dwelling unit shall be clearly marked during building plan sanctions.

For cases where licences have already been granted under the Affordable Housing Policy (AHP)-2013 and building plans approved without providing the mandatory one ECS parking space per dwelling unit, the coloniser must obtain consent from at least two-thirds of the allottees before seeking any amendment to the building plans to include this requirement.

“Further, this benefit shall not be available for the projects wherein an occupation certificate of all the residential towers has already been obtained,” said the notification issued by the Additional Chief Secretary, Town and Country Planning, Anurag Agarwal.

Hike in allotment rate under Affordable Housing

The Town and Country Planning Department has also notified the hike allotment rate for flats under the Affordable Group Housing (AGH) by 10-12 per cent across the state.

For Gurugram, the maximum allotment rate per sq ft carpet area basis will be Rs 5,575; for Faridabad and Sohna, it will be Rs 5,450; for other high and medium potential towns, like Panchkula, Kalka and Pinjore, it is Rs 5,050; and for low potential towns, it is fixed at Rs 4,250.

It has also been decided that Rs 1,300 per sq. ft. will be charged for all balcony area in a flat, up to and limited to 100 sq. ft., as permitted in the approved building plans, but the total cost for this should not exceed Rs. 1.3 lakh per flat.

The rates of allotment of apartment units are prescribed in Clause 5 of the Affordable Housing Policy-2013. These rates were approved in 2013 and revised in 2021 and 2023. The representations were received for an increase in the allotment rates due to increased project costs, higher land costs, and higher costs of other building materials and labour, making it difficult for the developers to build affordable units.

Earlier, the new rates were approved in the cabinet meeting on March 24. The rates will apply to all licenses granted under the 2013 policy that have yet to make allotments. In cases where applications have already been invited, the differential amount shall be collected from the successful candidates, but a draw shall be conducted based on the applications already received. If an applicant is not interested in participating in the draw at the revised rates, the amount already deposited with the application shall be refunded without any deduction, and the developer shall issue a public notice in this regard.
