The Haryana Government has issued a fresh set of instructions aimed at bringing uniformity and greater efficiency in handling service-related matters of Common Cadre Group-D employees across all state departments. The order has been issued by Chief Secretary Anurag Rastogi.

According to the Haryana Group-D Employees (Recruitment and Conditions of Service) Act, 2018, the service conditions of all individuals appointed to Group-D posts on or after March 28, 2018, are governed exclusively by the provisions of this Act. Further, as per the Haryana Government Gazette notification dated December 21, 2023, the Director General, Human Resources Department, has been designated as the “Appointing Authority” under Section 2(a)(1) of the Act.

In line with this, the government has decided that all cases related to compassionate appointments, resignations, disciplinary proceedings and transfers/postings of Group-D employees — where the Director General is the appointing authority — will be routed to the Directorate of Human Resource, Haryana, for necessary action and orders.

For compassionate appointments, the cases will be scrutinised strictly under the Haryana Compassionate Financial Assistance or Appointment Rules, 2019, and must be verified by an HSAS officer along with recommendations of the Head of Department concerned. Resignations of employees appointed on or after March 28, 2018, must be forwarded through the respective controlling authority. Disciplinary matters are required to be sent with a complete factual record, relevant documents and departmental recommendations.

The government has directed all departments to follow these instructions “meticulously” to ensure consistency and timely disposal of Group-D service matters.
