In a first, Haryana Govt to give Rs 5,000-8,000 monthly scholarship to kin of martyrs, battle casualties
Assistance admissible even if other family members are in service
In a first-of-its-kind initiative, Haryana's Nayab Singh Saini government has announced a scholarship scheme providing monthly financial assistance of Rs 5,000 to Rs 8,000 to the children of martyrs and battle or operational casualties of the armed forces and the Central Armed Police Forces (CAPFs).
Applicable for kin of CAPF personnel as well
Financial assistance up to Rs 8,000 per month will be given to children of martyred personnel from Class VI to post-graduation level

The Haryana Scholarship for Children of Battle/Operational Casualty Policy, 2025, notified by Additional Chief Secretary, Sainik and Ardh Sainik Welfare Department, Vijayendra Kumar, aims to support students from Class VI up to post-graduation level.
As per the notification, students from Class VI to XII will receive Rs 60,000 per year, while graduate students will be entitled to Rs 72,000 annually. The scholarship amount for postgraduate students has been fixed at Rs 96,000 per year.
“The battle casualty/operational casualty means declaration of death of defence/paramilitary personnel of any operation or any specified area of operation in which a member of the armed forces or paramilitary force is killed in harness, in performance of bona fide official duties,” the notification stated.
It added that official duties must be in operational areas, including wars, IED blasts, terrorist attacks, border skirmishes, United Nations Peace Keeping Forces, cardiac arrest, air crash, death at sea, internal security duties, natural calamities and rescue operations which demand exceptional courage and decision-making.
The policy stipulates that the deceased personnel should be a domicile of Haryana at the time of entry into service, irrespective of their present residential address. “In case the employee’s address at the time of joining service was temporary due to posting of transferable Central Government employees, the domicile status would be decided on the basis of his father’s permanent home address,” the notification said.
Emphasising the objective of the scheme, the government said its primary aim was to support the education of children of martyrs and battle or operational casualties of the armed and paramilitary forces. It clarified that the scholarship would be admissible even if one or more members of the family of the martyr or casualty are in service.
All armed forces under the Ministry of Defence, including the Army, Navy, Air Force and Indian Coast Guard, will be covered under the scheme. The CAPFs eligible include forces under the Ministry of Home Affairs such as the Assam Rifles, Border Security Force, Central Reserve Police Force, Central Industrial Security Force, Indo-Tibetan Border Police, National Security Guard and Sashastra Seema Bal.
